David Kenneth Rush (born January 17, 1910 in Walla Walla , Washington , † December 11, 1994 in Delray Beach , Florida ) was an American business manager and diplomat , who was temporarily deputy secretary of state of the United States .

Life

Rush, son of a farmer who died in 1912 , studied history at the University of Tennessee after attending school and graduated in 1930 with a Bachelor of Arts . He completed a subsequent study of law at the Law School of Yale University in 1932 with a Bachelor of Laws (LL.B.) and became a member of the academic association Phi Beta Kappa during his studies . After his subsequent lawyer's approval in 1932, he was staff attorney at the law firm Chadbourne, Stanchfield and Levy, before he was then from 1936 to 1937 Professor of Law at Duke University .

In 1937 he switched to the private sector and joined the chemical company Union Carbide , where he became vice president in 1949. In addition, he was not only a member of the Board of Directors of Union Carbide from 1958 to 1969 , but also Executive Vice President between 1961 and 1966 and then President and Chief Operating Officer (COO) of the company until 1969 . In addition to his activities there, he also became administrator of the University of Tennessee Development Council in 1963. In addition, Rush, who temporarily worked for the Council on Foreign Relations , was director of the Foreign Policy Association between 1964 and 1969.

During the presidencies of Richard Nixon and Gerald Ford , Rush took on numerous roles in government and in the diplomatic service . First he became ambassador to the Federal Republic of Germany in July 1969 . After his return to the USA, he succeeded David Packard from February 1972 to February 1973 as Deputy Secretary of Defense and as such was more critical of the Azorian project to rescue the sunken Soviet submarine K-129 from the seabed than his predecessor in office.

He was then Deputy Foreign Minister from February 1973 to May 1974 . After a brief stint on the White House staff from May to September 1974 as adviser to the US President on economic policy matters, he became ambassador to France and held this position until the end of Gerald Ford's term in 1977.

He then returned to the private sector and in 1977 became a member of the Board of Directors of El Paso Corporation . In addition, between 1979 and 1984 Rush was chairman of the Atlantic Council , a non-governmental organization that aims to promote "constructive US leadership and engagement in international relations that play a central role in the Atlantic community."

His writings and correspondence are in the archives of the University of Tennessee.
