State government Winkler
The state government of Winkler under Governor Alois Winkler formed the Salzburg state government between 1918 and 1919 and thus formed the state executive after the First World War.

After the collapse of Austria-Hungary , the provisional Salzburg state assembly was constituted on November 7, 1918 and elected three presidents with equal rights, Alois Winkler ( CSP ), Max Ott (Salzburg Citizens' Club, later GDVP ) and Robert Preussler ( SDAP ), three deputy presidents and eight Provincial councils, which together formed the Provincial Council.

Members of the government from November 29, 1918
According to the law of November 14, 1918 regarding the assumption of state power in the federal states, however, the term “ state president ” had to be replaced by the term “state governor”. In addition, provincial governor deputies had to be introduced and the previously equal status of provincial presidents no longer existed. As a result, the new state government was elected on November 29, 1918, with Alois Winkler receiving 33 of 34 votes. Ott and Preussler each received 37 of 37 votes in the election of the deputy governor. In the election of the regional councilors, Johann Lackner , Wilhelm Schernthanner and Josef Witternigg were each elected with 35 of 36 votes, Franz Rehrl received 35 votes, Julius Haagn 32 votes. After their election, the regional councils met and elected Artur Stölzel as the third deputy governor.
