history

The State Sports Association of North Rhine-Westphalia was founded on May 6, 1947 in Hagen by 490 delegates from a total of 53 district, city and special-purpose associations as well as 18 professional associations of sport. The aim was to create a uniform representation of the interests of organized sport and to advocate recognition of its social status. In addition, it was decided at the founding meeting to set up the office of a state youth warden, which is also considered the official birth of the youth organization of the LSB NRW, the Sportjugend Nordrhein-Westfalen .

Peco Bauwens (1947–1957) was elected the first president of the LSB NRW . Other presidents followed: Willi Weyer (1957–1987), Richard Winkels (1987–2005) Walter Schneeloch (2005–2020) and Stefan Klett (since 2020).

The first official association organ of the LSB NRW was published in January 1949 and was called "Turnen und Sport an Rhein und Ruhr". A year later it became "Sportbund Nordrhein-Westfalen. Sports magazine with official announcements "renamed. From 1966 to 1991 it was called “LSB”, since 1992 it has been called “We in Sport” (circulation: approx. 31,000).

Until 1965 the administration of the LSB NRW was in Arnsberg. Then the move to the newly built House of Sports in Duisburg-Wedau, which received an extension in 1991. In 1952 the LSB NRW opened its sports school in Hachen. In 1984 the LSB NRW's largest facility to date was rebuilt and three years later it was renamed the Willi-Weyer-Schule. Another name change took place at the 2014 general meeting of the LSB NRW. Since then, the facility has been called the "Hachen Sports and Conference Center". The Neuastenberg sports center was built in 1954. In the same year, the LSB NRW opened another sports school in Radevormwald on a site leased by the city, which was re-inaugurated in 1981 after a construction phase lasting several years. Since a renovation in 2005, this facility has been called Sport- und SeminarCenter Radevormwald and is no longer owned by the LSB NRW. The Neuastenberg sports center was also sold to the German Youth Hostel Association in 2009. The youth holiday village Hinsbeck emerged from the tent camps organized by the LSB NRW at the beginning of the 1950s and was equipped with modern sports school facilities in 1990 as part of a comprehensive new building project. Since February 2014 it has been called "Sports and Adventure Village Hinsbeck".

organization structure

According to the statutes (§ 18), the general assembly is the highest body of the LSB NRW. At the 2007 general meeting, the LSB NRW decided on a far-reaching reform of its organizational structure. a. also brought about a number of amendments to the statutes. As representatives of a specialist sport, the specialist and umbrella associations are still regular member organizations and are defined as such in § 8 of the statutes. The category of “member organizations with special tasks” has also been retained. According to § 10 of the statutes, these are associations that do not represent a specialist sport, but whose activities are largely in the sporting field and which have subdivisions. Twelve such associations are currently members of the LSB NRW. The statutes no longer provide for “extraordinary member organizations”.

The city and district sports federations previously had the status of so-called independent organizations with voting rights, without being a member of the LSB NRW umbrella organization. Since the reform, they have been its designated ordinary member organizations (Section 9 of the statutes). The sports clubs themselves are still not member organizations of the LSB NRW, but members of the sports associations and the city and district sports associations.

In the course of the organizational reform, the voluntary executive committee was downsized and a full-time executive board was set up. In terms of association law, the latter bears responsibility for the LSB NRW in accordance with Section 26 of the German Civil Code , while the Presidium acts as a supervisory body. Another major change was a network system . It is intended to reorganize the distribution of tasks between the LSB NRW, the sports associations and the city and district sports associations and effectively align the work of all three organizations to the sports clubs and their members. Since a corresponding decision at the general meeting of the LSB NRW on January 28, 2012, the presidium also includes the spokesman for the associations and the spokesman for the city and district sports federations as assessors.

In addition to the presidium and board of directors, the committees of the LSB NRW also include three presidential committees (grassroots sport, competitive sport, employee development) led by the responsible vice-presidents, as well as the permanent conferences as a platform for opinion-forming and for the exchange of experience between the sports associations and the city and district sport associations.

financing

The LSB NRW is mainly financed from funds that it receives from the state lottery business (especially from Spiel 77 ). In addition, he receives project-related funding through cooperation with partners from politics (ministries etc.) and business (sponsors) and generates income from membership fees.

Programs and fields of work

The LSB NRW sees itself primarily as a service provider and lobbyist for sport in NRW. With its offers and promotional measures, it is aimed at sports organizations and all citizens interested in sports. Every year he carries out over 2500 qualification measures in sport with around 50,000 participants. He is also responsible for the German sports badge in North Rhine-Westphalia, which over 220,000 athletes acquire here every year.

In addition to individual topic-related campaigns, he is involved in the overarching fields of work: integration of people with a history of immigration, gender mainstreaming and equal opportunities, sports facilities, environment and climate protection, as well as training and advice for voluntary club and association employees in sports practice and club management.

At the beginning of 2011, the LSB NRW launched four programs under the slogan Sports Moves NRW , with which it intends to address social and demographic developments in society and the needs of the population in the long term:

  1. The NRW moves his children program aims to expand the possibilities and offers of physical activity for children and young people. One focus is on the close interaction between all-day schools and the youth work of sports clubs.
  2. The program to stay healthy in NRW aims to develop offers in the areas of health promotion, prevention and rehabilitation in order to maintain and improve the quality of life of the population in NRW.
  3. With the Bewegt get older program in North Rhine-Westphalia , more exercise and sport are sought in older people. Special exercise offers are to be developed for the older generation, which can contribute to an active life into old age.
  4. The aim of the program to promote top-class sport in North Rhine-Westphalia is to increase the chances of talented young athletes in competitive sport through effective support measures and to support them in their educational and professional development opportunities.
