The Landessportbund Mecklenburg-Vorpommern eV (LSB MV) has been the umbrella organization of the sports clubs , city and district sports associations and state associations of the state of Mecklenburg-Vorpommern since it was founded on September 29, 1990 .

As one of 16 regional sports federations, it is a member of the German Olympic Sports Confederation (DOSB) and has around 250,563 members (as of 2017). The office is located in the “House of Sports” in Schwerin , from where the LSB MV eV acts as a lobbyist and representative of interests for sports clubs in popular sports , competitive sports and in all other areas of sporting activities in accordance with its statutes .

Mission statement

As part of the free democratic basic order, the association is committed to tolerance , cosmopolitanism and democracy in Mecklenburg-Western Pomerania and explicitly opposes all forms of violence , doping , discrimination and extremism . With the code of honor , the state sports association embodies the following four basic principles:

1. Compliance with the guidelines of the LSB MV for safeguarding democratic principles in sport
2. Exclusion from all forms of violence, doping and extremism
3. Promotion of integration and individual personality development
4. Role model for young people

history

On September 29, 1990, the State Sports Association of Mecklenburg-Western Pomerania was brought into being by a total of 265 delegates at the founding conference in the conference room of the Güstrow University of Education . With the reunification of Germany , the sports clubs and associations in Mecklenburg-Western Pomerania faced a major challenge. Under the motto “A chance for sport”, attempts were made to preserve sport in its existing diversity and at the same time to make it sustainable in terms of content and organization. Wolfgang Remer was elected the first President of the LSB MV .

At the time it was founded, there were members from 33 regional sports federations, which were reduced to 18 in 1994 as part of the regional reform in Mecklenburg-Western Pomerania . After further district mergers in September 2011, the LSB currently consists of eight district sports federations, consisting of the six districts of Vorpommern-Rügen , Vorpommern-Greifswald , Rostock , Mecklenburg Lake District , Northwest Mecklenburg , Ludwigslust-Parchim and the independent cities of Rostock and Schwerin .

Since it was founded, the State Sports Association of Mecklenburg-Western Pomerania has recorded steadily growing numbers of clubs and members, despite the falling population in the state. With the 16th State Sports Day 2013 in Sternberg, the State Sports Association of Mecklenburg-Western Pomerania decided on its current promotion and competitive sports concept until 2017.

Under the LSB Mecklenburg-Western Pomerania eight district and city sports federations and 46 state professional associations with 1,906 clubs are united, in which currently around 250,563 members (around 15.54% of the population in MV) are active.

According to § 10 of the statutes of the LSB MV, the state sports day is the highest body in the state of Mecklenburg-Western Pomerania . It is made up of the Presidium , the delegates of the state associations, district and city sports associations and extraordinary members as well as honorary members. The presidium, represented by the president Andreas Bluhm, is responsible for the deputation of the LSB. The third and at the same time the last organ of the LSB is the regional arbitration court according to § 9 of the statutes. At the same time, the youth of the member organization are organized in the Mecklenburg-Western Pomerania Sports Youth.

State Sports Day

The State Sports Day is the supreme body of the State Sports Association of Mecklenburg-Western Pomerania and at the same time the highest body of organized sport in the state. It takes place annually with the meeting of the representative delegates. The delegate key includes the members of the regional professional associations, district and city sports federations, the extraordinary members, the Presidium and those of the honorary members . The meetings are opened, directed and closed by the President. The state sports day makes its decisions with a simple majority of the votes cast, unless the statutes stipulate otherwise. The tasks include:

• the receipt of the annual and test report,
• Resolutions of submitted applications
• Resolutions to amend the statutes
• Discharge of the presidium
• Confirmation of the budget estimate
• New elections of the presidium members to be elected and the members of the regional arbitration tribunal (every five years) and
• the determination of the membership fees

Extraordinary state sports days only take place if the interests of the state sports federation so require, the Presidium or at least one third of the full members apply.

Bureau

The Presidium fulfills the tasks of the LSB MV within the framework of the current statutes, rules of procedure and the agreement of the general assembly. These include in particular:

• Specification and representation of the political objectives of the state sports federation
• Appointment, controlling and supervision of the office
• Hiring of all full-time employees of the LSB
• Draft and specification of content-related tasks and focal points of the agenda of the state sports day
• Reporting on your own activities at the state sports day
• Preparation of the annual and test report

The members of the Presidium are re-elected every five years, with unlimited re-election. At the 19th state sports day in November 2016, Andreas Bluhm replaced Wolfgang Remer, the longest-serving president of a state sports association in Germany.

Regional Arbitration Court

The regional arbitration tribunal is exclusively responsible for the decision of disputes in the state sports association. Only matters that do not fall within the jurisdiction of the regional arbitration tribunal can, in accordance with Section 22 of the statutes, be taken through the ordinary legal process . The basic remit of the arbitral tribunal includes:

• the punishment of unsportsmanlike and harmful behavior of members
• To prosecute statutory and regulatory offenses upon request
• the arbitration of conflicts between LSB and its members, the member associations and members among themselves

The implementation of a procedure is regulated by the rules of the regional arbitration court. Decisions are made on the basis of the statutes and the regulations of the LSB MV. At least one chairman and two other members must have been involved in the respective judgment.

The basic task of the LSB is to protect the interests of its members and to represent them to the state and society for the common good of all, in order to develop and financially promote sport in Mecklenburg-Western Pomerania.

The realization takes place in particular through:

• the promotion of regular and regulated sports and games for members
• the promotion of club and association activities
• promoting latitude , health and performance sport
• the promotion of the sports youth MV
• the promotion and support of clubs in the construction or renovation of sports facilities
• financial support for the expenses of clubs and associations
• general and general education and training for members
• the creation of adequate insurance cover
• strengthening voluntary work and honoring people, groups and associations
• the publication of the state sports magazine MV and sports and association-related Internet articles.

The Landessportbund is mainly supported by project funds from the federal and state budget, membership fees, grants from business (sponsoring) and income from the Glücksspirale.

The sports youth Mecklenburg-Vorpommern (MV SJ) is the youth organization of the State Sports Association Mecklenburg-Western Pomerania and is, with more than 101,000 members, is the largest youth organization in the country. As an independent youth welfare agency, it represents the interests of children , adolescents and young adults between the ages of 3 and 27.

In addition to the core task of acting as a representative of young people's interests, the Sportjugend MV has set itself the following goals, in accordance with the youth regulations and beyond:

• Selection of an extensive, modern and youth-oriented sports offer
• Integration of various groups, protection of human rights and tolerance
• Promotion of voluntary / social engagement
• Design of sporting educational offers for the holistic development of young people
• Sustainable development in sport and permanent optimization of the environmental balance

Sports facilities

Olympic base MV

The Olympic Training Center Mecklenburg-Western Pomerania (OSP MV) was founded on August 13, 1991 and is an important partner of the state sports association MV. It is registered as a registered association (eV) . The Rostock , Neubrandenburg and Schwerin locations offer the necessary services for the federal squad and their coaches in order to be able to concentrate on the major sports recognized by the DOSB in the state of Mecklenburg-Western Pomerania:

The main task of the OSP is to take care of the performance development of its athletes and to promote them. At the same time, as a cross-disciplinary service facility for top and young athletes, it is responsible for ensuring high-quality and complex support for federal cadres (A – C) in the areas of sports medicine , physiotherapy , movement sciences , psychology , nutritional science and social care. In addition to his sporting career, he also takes responsibility for the professional perspective of top athletes. The OSP is financed from funds from the Federal Ministry of the Interior , state funds (Deutsche Sporthilfe) and other grants.

Educational institutions

With the political change , the former children's and youth sports schools (KJS) of the GDR were restructured and continued. The following modern educational institutions for children and young people have developed in the country in connection with school and sport.

Since its foundation, the LSB Mecklenburg-Western Pomerania has been planning and participating regionally as well as nationwide in a wide variety of projects and campaigns to bring the joy of sport and exercise closer to children, young people as well as young and older adults.
