Regional court of Flensburg

The Regional Court of Flensburg is a court of ordinary jurisdiction and one of four regional courts (LG) in the district of the Schleswig-Holstein Higher Regional Court . It is the northernmost German regional court.

  • The seat of the court is the city of Flensburg .

    The judicial district of the regional court of Flensburg includes the districts of the four subordinate district courts of Husum , Flensburg , Schleswig and Niebüll . About 450,000 people live in the district. In addition, there are the municipality-free coastal waters of the North Sea belonging to Schleswig-Holstein , which are assigned to the district of the district court Husum , with the exception of the coastal waters around Helgoland, which were added to the district of the district court Pinneberg and are therefore assigned to the district court Itzehoe .

    Until March 2007, the judicial district also included the district of the Kappeln District Court . As part of the reform of the local court structure in Schleswig-Holstein, the very small local court of Kappeln with 3 judge posts was dissolved on March 31, 2007. Parts of the previous district of Kappeln were added to the district court of Eckernförde and thus to the district of Kiel , the rest to the districts of Schleswig or Flensburg. The boundary between the areas that belong to the jurisdiction of the Eckernförde District Court is the Schlei .

    The cities of Kappeln and Arnis were assigned to AG Schleswig ; to the district of the district court Flensburg the areas of the offices of Gelting and Steinbergkirche .

    history

    The court was created in 1879 as part of the implementation of the Reich Justice Acts together with the regional courts in Altona and Lübeck . Previously, the Flensburg district court was located in Flensburg , whose areas of responsibility and areas of responsibility were apparently largely taken over by the new court, with the new court having jurisdiction over a larger part of the country.

    Personnel, chambers, business distribution

    The regional court of Flensburg is one of the smallest regional courts in the Federal Republic of Germany . This is noticeable in the relatively small number of staff and the small number of chambers at the regional court.

    Personnel structure

    Around 100 people are employed at the Flensburg Regional Court, of which around 28 are judges . In addition, around 120 trainee lawyers and 15 civil servant candidates and trainees are being trained. There are also 10 commercial judges (in commercial matters ) and around 100 lay judges - around 50 chief lay judges and just as many assistant lay judges (in criminal matters ) as honorary judges . Around 80 professional judges with a total of around 400 employees work in the entire district court .

    The President of the Regional Court is Christian Blöcker , Vice President Ralf Bauer.

    Chambers and business distribution

    There are currently nine civil chambers , two chambers for commercial matters , three large criminal chambers and three small criminal chambers at the regional court in Flensburg .

    The first large criminal chamber is responsible for state security matters and a civil chamber for design and copyright proceedings for the entire state of Schleswig-Holstein . There are also special chambers in the civil chambers. The 2nd chamber is responsible for construction and official liability law, the 3rd chamber for banking and medical liability law, the 4th chamber for insurance law and lawyers' liability and the 8th civil chamber is responsible for design and copyright disputes.     The courthouse is located at Südergraben 22, 24937 Flensburg .

    The Flensburg Regional Court building, the Flensburg District Court , the Public Prosecutor's Office at the Flensburg Regional Court and a collection of judicial history are also housed.

    Old building

    The old courthouse building, built from 1879 onwards according to a design drawn up by government builder Richard Plüddemann in the Prussian Ministry of Public Works , was handed over to its intended use in 1882. The building was designed as a brick shell in Gothic-style shapes, in which elements of Italian defense architecture are mixed. It was intended as an expression of the new Prussian power and shows the beginnings of an “architecture of intimidation”.

    The exterior and interior of the building have largely been preserved in their original state. The paintings in the historicist style in the entrance area and in the stairwell have been restored.

    In a niche in the entrance area between the staircases, the modern sculpture "Together" by the Glücksburg artist Siegbert Amler has stood since 2002 . In the staircase itself there are also four memorial plaques for members of the judiciary and lawyers of the regional court district of Flensburg who died in the First and Second World Wars . In the stairwell of the old building there is also a statue of Wilhelm I of Prussia by the sculptor Ernst Herter , who belongs to the Berlin School of Sculpture .

    Also to be mentioned is the largely original jury court room with rich wood paneling and an ornate ceiling construction. Been preserved and can be seen in courtrooms are a number of works of art that come partly from the time of the general government, as the duchies of Schleswig and Holstein with Denmark in personnel union were connected.

    Extension buildings from 1963 and 1987

    In 1963 and 1987, extensions were added to the old building. The extension from 1963 was still a functional box construction.

    Since the renovation and extension in 1987, three building blocks of the second extension have nestled against the slope on which the court building towers over the city of Flensburg. These building blocks should fit into the city skyline with their sloping copper roofs. They are connected by a large glass hall with an open staircase over eight floors, which also creates the transition to the extension from 1963 and the old building. This staircase is intended to be an architectural expression of the modern judiciary, which strives for transparency and closeness to the citizens . The enlargement of 1987 was a draft of the Hamburg architect law firm Gerkan, Marg and Partners .

    Public prosecutor

    A public prosecutor's office is assigned to the regional court in Flensburg. The address of the public prosecutor's office is: Südergraben 22, 24937 Flensburg . The three authorities (regional court, district court and public prosecutor's office) can no longer be reached via the back of the courthouse (Friedrichstrasse 2) since March 1, 2005. This was closed for security reasons.

    The prosecutor at the District Court Flensburg is immediately superior to the Attorney General at the Schleswig-Holstein Higher Regional Court in Schleswig .

    Lawyers and notaries in the district of the regional court in Flensburg

    Around 400 lawyers are currently licensed in the district court , of which around 140 are also notaries . This results in a density of lawyers of around one lawyer for every 1100 inhabitants.

    The bar association responsible for the lawyers admitted in Flensburg is the Schleswig-Holstein Bar Association in Schleswig, which was founded in 1879 on the basis of the first uniform lawyer regulations. The Schleswig-Holstein Chamber of Notaries, founded in 1961, is responsible for notaries in the regional court district . Both can be reached at Gottorfstrasse 13 in 24837 Schleswig .

    Transport links

    The regional court of Flensburg can be reached via the A7 (exit Flensburg / Glücksburg), then continue on the B 200 towards Flensburg (exit Zentrum), then follow the signs for “judicial authorities”. There are only a few parking spaces available directly at the Flensburg Regional Court. Free parking is possible in the large " Exe " car park . From this large car park, the Flensburg Regional Court can be reached in around 10 minutes on foot.
