District Court of Kiel (wing of the building on Harmsstrasse)

The district court of Kiel is one of four district courts in the federal state of Schleswig-Holstein and therefore part of the Schleswig-Holstein ordinary jurisdiction .

  • The seat of the court is the state capital Kiel .

    The judicial district includes the districts of the subordinate district courts Bad Segeberg , Eckernförde , Kiel , Neumünster , Norderstedt , Plön and Rendsburg . The judicial district thus consists of the districts of Plön , Rendsburg-Eckernförde , Segeberg , the independent cities of Kiel and Neumünster and the municipality of Tangstedt in the Stormarn district . Around 1,000,000 people live in the district. It is about 4800  km 2 in size. In addition, there are the municipality-free coastal waters of the Baltic Sea, which belongs to Schleswig-Holstein , which are assigned to the district of the Kiel District Court .

    Personnel, chambers, business distribution

    In the 2007 financial year, the Kiel Regional Court had 22 civil chambers , 13 criminal chambers (eight large and five small), two jury chambers , ten penal enforcement chambers (one large and nine small), three chambers for commercial matters , one chamber for building land matters and one chamber for tax advisory matters . Since September 2005, the Kiel Regional Court has also been offering judicial mediation .

    The president of the regional court is Ulrike Hillmann as the successor to Emil Schmalfuß .

    District Court of Kiel

    With the admission of Schleswig-Holstein to the Kingdom of Prussia on October 1, 1867, one of five district courts was set up in Kiel (in addition to Altona, Flensburg, Itzehoe and Schleswig), to which 16 local courts belonged.

    District Court of Kiel

    In the course of the imperial justice reform in October 1879, the district courts were dissolved again and the district courts of Kiel, Flensburg and Altona were formed. The first President of the Kiel Regional Court, Isenbart, held this office until September 30, 1897.

    During the “Third Reich” a special court was set up at the Kiel Regional Court .

    building

    The district court was housed in the royal courthouse at Ringstrasse 19–31, at the corner of Königsweg. There was also the district court (collegial courts), the public prosecutor's office and the prison in the annex. Due to a lack of space, a new prison was built in Faeschstrasse by 1919 . In the following period, however, the transport of prisoners to and from the courts caused additional costs and encouraged people to try to escape .

    Therefore, from 1922 to 1926, a new brick building was built at Schützenwall 31–35. The entrance area at Schützenwall was designed with half-columns, arched portals and balconies. In order to make external connections and escape attempts impossible, closed corridors led from the prison directly to the individual courtrooms.

    The destruction of the courthouse on Ringstrasse and the increasing volume of business soon created an urgent need for space in the new building, which was shared by the district court, the public prosecutor's office and the criminal jurisdiction of the local court. Raising the main wing by one floor as part of the removal of bomb damage was not enough to relieve the strain. Several options such as the use of the Higher Regional Court building, which became vacant in 1948, or the reconstruction of the court building in Ringstrasse were considered before another house was built in Harmsstrasse right next to the new building - connected by a bridge.

    At the end of the 1980s, the Kiel District Court moved into a new building at Deliusstraße 22. The public prosecutor's office moved into an additional wing in the courtyard at the rear of the prison in 1996 .

    Plaque

    On the first floor of the building in Harmsstrasse, a memorial plaque commemorates the Kiel lawyer and notary Wilhelm Spiegel who was shot on March 12, 1933 .

    The courthouse is located at Schützenwall 31-35, at the corner of Harmsstrasse. The Schützenwall is the extension of the federal highway 215 . There are only a few parking spaces available at the court. There is a paid parking garage in Deliusstrasse, which runs parallel to Harmsstrasse. The nearest bus stop Harmsstraße is served by bus lines 51, 52, 81 and 82 from the main train station . A wheelchair-accessible entrance is in the courtyard.

    Superordinate and subordinate courts

    The Schleswig-Holstein Higher Regional Court in Schleswig is superordinate to the Kiel Regional Court. The district courts of Bad Segeberg , Eckernförde , Neumünster , Norderstedt , Plön and Rendsburg are subordinate . The District Court Kiel indeed is in stages of appeal under the Landgericht Kiel, but as Präsidialgericht assumed in his administration directly to the Schleswig-Holstein Higher Regional Court.

    Public prosecutor

    A public prosecutor's office is assigned to the Kiel Regional Court . She is subordinate to the General Public Prosecutor's Office at the Schleswig-Holstein Higher Regional Court .
