Landtag directors' conference

The conference of directors of the German state parliaments , the German Bundestag and the Bundesrat (short form: Landtag directors conference , abbreviation LDK ) is a regularly and continuously meeting conference body for the exchange of experiences and for the coordination of legal and organizational framework conditions of the German state parliaments. The director of a parliament heads the entire parliamentary administration and is responsible for it to the president. In the parliamentary sphere, the director is an advisor to the president. In the context of the twice-yearly conferences, questions about the position and tasks of the state parliaments, federalism and the law of parliament and members of parliament are discussed. The spring conference serves mainly to prepare for the annual state parliament conference (LPK). The autumn conference then initiates the implementation of the LPK's resolutions and processes overarching issues.

precursor

On October 5, 1925, the directors of German state parliaments came together in Berlin to form the Association of German Parliamentary Directors . The initiator was the director of the Württemberg state parliament, Dr. Alfred Eisenmann. He also acted as chairman of the association. The assessors were the director of the Hessian state parliament, Ernst Schenck, and the syndic of the Hamburg citizenship, Carl Mönckeberg. Director Max Hochschild from Karlsruhe took on the task of secretary. The meetings of the Association of German Parliamentary Directors were aimed at the “exchange of ideas on procedural and administrative questions”. The aim was a regular discussion "on the situation in the individual parliaments ... also on issues relating to community regulations, responsibilities and officials, etc."

The association of German parliamentary directors existed until the state parliaments were dissolved in 1933 and 1934.

After the collapse of the so-called “Third Reich” and the liberation of Germany from National Socialism, states were formed in the course of 1945. Due to the powers conferred by the Allies, the state governments united the legislature and the executive until the creation of state constitutions and state parliaments. After the formation of state parliaments, there were several attempts to organize an exchange of experiences between the state parliaments.

On November 17, 1947, the first conference of the presidents and directors of the state parliament took place in the building of the Hessian state parliament in Wiesbaden. A link to the work of the Association of State Parliament Directors was still sought at this time. In the sixties, the conference structure was divided into two parts, with the Landtag Directors 'Conference serving to prepare the Landtag Presidents' Conference and to implement the decisions of the LPK. In the first years after the war there was still contact with the parliaments of the Soviet occupation zone. Participation in the conference did not take place until reunification in 1989. The directors of 16 state parliaments have been represented in the LDK since 1991. From 1974 the directors of the German state parliaments met several times a year, although since 2003 a rhythm of two meetings per year has proven to be practicable. Several conferences were held together with the directors of the parliaments of Austria and South Tyrol (1994 in Meersburg, 1996 in Klagenfurt, 1999 in Berlin, 2003 in Sankelmark and 2013 in Krems).

The general basis is federalism in Germany (Article 20 (1) GG) , according to which the states are separate member states of the Federal Republic of Germany. As a result, each country can shape its own fields of competence independently (Art. 30, 70, 83 GG) and work together with other countries.

Organization and way of working

The parliamentary administration of the respective host country is responsible for preparing and managing the conference business. The hosting for the meetings of the LDK changes between the states, with each state parliament organizing two conferences in a row. Separate working group meetings are held in addition to the directors' conferences.
