The state elections in Lower Austria took place on October 9, 1949 , together with the national council elections and the state elections in the other federal states. The ballot papers were divided into two parts: the National Council was elected in one section, the Landtag in the other. Despite losing one seat, the ÖVP emerged victorious and won 31 of the 56 seats.

Acceding parties and constituencies

Six parties ran for the election in Lower Austria:

• Austrian People's Party (ÖVP)
• Socialist Party of Austria (SPÖ)
• Communist Party of Austria (KPÖ) and Left Socialists (SAP) as "Left Bloc" (LB)
• Elective Party of the Independent (WdU)
• Democratic Union (DU)
• 4th party (ergocrats)

As in the state elections in 1945, four electoral districts were elected.
