Starting position
In the state elections in Lower Austria in 2008 , the ÖVP was able to defend the absolute majority of votes gained in 2003 . The SPÖ lost massive votes, while the FPÖ was able to regain its previously lost club status. The Greens kept their result from 2003. The governor Erwin Pröll , who has ruled since 1992, was subsequently confirmed in office.
Most recently, the election campaign was mainly shaped by Frank Stronach's direct conflict with Governor Pröll.

Result
The ÖVP was able to defend its absolute majority in the 2013 state elections and, according to the official final result, achieved 50.79% of the votes and 30 seats (-1) with a minus of 3.6 percentage points. As in 2008, the SPÖ suffered losses and, after a minus of 3.54 percentage points, only achieved 21.57%. This is the SPÖ's worst result since 1945. 13 remaining mandates mean the loss of another two mandates; however, the two seats in the state government will be retained. Third place went to the Stronach team, which started for the first time. With 9.84% it achieved five mandates and one seat in the state government, which moved from the FPÖ to the Stronach team. The FPÖ slipped to fourth place with a loss of 2.26 percentage points, with four mandates now, two mandates and the seat in the state government were lost. The Greens gained 1.15 percentage points to 8.06%, but slipped to fifth place and remained unchanged with four mandates. The remaining groupings failed to enter the state parliament: KPÖ 0.77% (-0.09 percentage points), MUT citizens (new) 0.61%, CPÖMP 0.09% (-0.75 percentage points), pirates ( new) 0.06%. The parliamentary party BZÖ did not take part in the election. The opposition parties clearly missed their election goal - breaking the absolute majority of the ÖVP.

Preferential votes
As in 2008 , Erwin Pröll's personality campaign was reflected in the large number of preferential votes cast for him . The governor received 267,842 preferential votes. Over 54% of the votes for the ÖVP were cast with a preferential vote for Pröll. Deputy Governor Josef Leitner received 39,706 votes in second place. In contrast to Pröll, this was only around 18.6% of the votes cast for the SPÖ. In third place, Frank Stronach received around 31% of the Frank votes with 29,728 votes (which seems strange due to the fact that he excluded his entry into the state parliament from the start) and thus just over the fourth-placed Barbara Rosenkranz with 29,099 votes, with around 36 , 4% of the FPÖ votes were also preferential votes for Rosenkranz. Madeleine Petrovic achieved fifth place or 25% of the votes for her party with 19,690 votes. The ranking of preferential votes thus also reflects the ranking of parties.
