In the state elections in Tyrol in 2008 , the ÖVP became the strongest party despite a significant drop in votes of 9.4%, with 40.5% losing its absolute majority in Tyrol for the first time in history. The SPÖ also suffered a loss of 10.4% of their share of the vote, with the SPÖ also recording its historically worst result with 15.5%. In addition, the SPÖ was overtaken by the FRITZ list, which reached 18.4% when it first appeared. The fourth strongest party with 12.4% was the FPÖ, which was the only party in the state parliament to gain votes with a plus of 4.4%. The Greens came in at 10.7% in 2008, after losing 4.9% in the election. The Communists who also stood, as well as The Christians (today the Christian Party of Austria ) clearly failed in their entry into the state parliament.

After the state elections, the ÖVP continued its coalition with the SPÖ. Two MPs split off from the Fritz Dinkhauser list in 2009 as the BürgerKlub-Tirol .

After the state parliament's resolution to dissolve it before the end of the five-year legislative period on January 30, 2013, the state government decided in its meeting on January 31, 2013 to fix the election to the Tyrolean state parliament for April 28, 2013. The announcement of the election announcement was subsequently published in the State Law Gazette on February 4, 2013, this date being the day of the election announcement. February 5, 2013 was declared as the cut-off date. As a result, the electoral rolls were published from February 25, 2013, which could be appealed by March 1, 2013 at the latest. The campaigning parties had the opportunity to submit their nominations to the district electoral authorities until March 15, 2013; the state nominations had to be submitted by March 28, 2013.

As a result, on April 4, 2013, the state electoral authority published the approval of eleven lists in the state election. In addition to the six parties represented in the state parliament, ÖVP, FRITZ, SPÖ, FPÖ, Greens and Bürgererklub Tirol, the Pirate Party Tirol, the KPÖ, the list for Tyrol, the Stronach team and the list Vorwärts Tirol were also allowed to vote. While Vorwärts Tirol, the Stronach team, the Tirolean Citizens' Club and the Für Tirol list compete in all constituencies, the KPÖ missed the necessary declarations of support in the Landeck constituency. While the KPÖ will compete in eight out of nine constituencies, the Pirate Party of Tyrol only received the required number of declarations of support to run in the constituencies in the constituencies Innsbruck-Stadt, Innsbruck-Land and Schwaz.

A peculiarity occurred when various groups of the Stronach team submitted a total of three different state election proposals for the state election. As a result, the state electoral authority gave preference to Hans-Peter Mayr, who had since been deposed, and who had submitted his list first.

Suffrage

The 2013 state election was carried out in accordance with the "Tyrolean State Parliament Election Code 2011". After the passive and active voting age had already been lowered before the state elections in 2008 and the "Tyrolean Abroad" were allowed to vote (Tyrolean state election regulations 2008 - TLWO 2008), the reform adopted in 2011 enables the allocation of preferential votes at state level for the first time in state elections. Previously, preferential votes were only possible at the district level. At the same time, the option of linking lists has been abolished, and voting cards must also be received by the authorities on election evening. In the 2008 state elections, postal votes were still counted if they were received by 12 noon on the eighth day after the election day at the latest.

The right to vote in the 2013 state elections was held by all those people who had reached the age of 16 on election day at the latest, were Austrian citizens and had their main residence in Tyrol . In addition, the people could not be excluded from the right to vote. An exclusion from the right to vote existed if a domestic court had legally sentenced a citizen “to a prison sentence of more than one year for one or more criminal acts committed with intent”. Since the 2008 electoral reform, Austrian citizens are also entitled to vote in the state elections if they had their main residence in Tyrol before moving their main residence abroad and who met all other requirements for eligibility to vote. These citizens were granted the right to vote for the duration of their stay abroad, but no longer than ten years. In the 2013 state elections, all Austrian citizens with their main residence in Tyrol were passively eligible to vote, provided they were 18 on the day of the election and were not excluded from voting.

Ballot

Since the reform of the electoral law in 2008, postal votes have also been possible in addition to personal voting in the home parish and voting using a voting card. With a voting card, those entitled to vote could vote in any polling station in Tyrol that accepts voting cards or, if bedridden was found, cast their vote to a “flying election commission” on site. If the voting card is submitted by postal vote, the sealed card must be received by post at the district electoral authority before the election day or by April 26, 2013 in a Tyrolean municipal office or on election day, April 28, 2013, in a polling station that accepts voting cards, be handed in.

Tyrolean People's Party - Governor Günther Platter (VP TIROL)

In 2013, the ÖVP entered the Tyrolean state elections for the first time with Governor Günther Platter as the leading candidate. Bürgerforum Tirol - List Fritz (FRITZ)

The Bürgerforum Tirol - List Fritz (FRITZ) lost its figurehead due to the illness-related withdrawal of the founder and chairman Fritz Dinkhauser in January 2013. In 2013 the Social Democratic Party of Tyrol (SPÖ) entered the state elections for the first time with Deputy Governor Gerhard Reheis , who in 2012 succeeded Hannes Gschwentner . Reheis formulated his election goals to become stronger, to recapture second place and to become governor. Reheis emphasized that he would also be elected as governor as runner-up, although he only excluded the FPÖ as a coalition partner. In its election program under the title “Shaping a good country justly”, the SPÖ focuses on the topics of education and career opportunities, social issues, health and care, work and income, children, youth and family, housing and women. Specifically, the SPÖ demands, for example, the introduction of comprehensive schools , the expansion of all-day schools , the repatriation of municipal property from the agricultural communities to the municipalities, the standardization of property tax or the abolition of property tax exemption and fair wages.

Freedom Party of Austria - the Tyrolean Freedom Party (FPÖ)

The Freedom Party of Austria (FPÖ) occurs in the state election in 2013 as in 2008 with FPÖ club chairman and state party chairman Gerald Hauser on. While federal party leader Heinz-Christian Strache gave 15% as the target for the state election, Hauser himself described exceeding the previous 12.4% share of the vote as a success. Strache also admitted that he could also imagine Hauser as governor, for example with an SPÖ deputy. In its first wave of posters, the FPÖ appeared under the slogans “justice”, “cleanliness” and “security” for higher wages, against corruption and the deportation of “asylum fraudsters” and positioned itself against Brussels and “social abuse”. In its final campaign, the FPÖ also took a stand against minarets in Tyrol, called for lower rents and demanded that savings and Tyrolean water be protected from access by the EU.

The Greens - The Green Alternative Tyrol (GREEN)

The Grünen Tirol (GRÜNE) send Ingrid Felipe into the running as the top candidate in the 2013 state elections . While the long-time club chairman Georg Willi is to switch to the National Council after the National Council election in 2013, Felipe narrowly prevailed against Christine Baur with 53.3% in the list of the Tyrolean Greens . The Greens compete with the goal of getting at least 50,000 and one vote or finishing second. forward Tyrol (FORWARD)

The list “ vorwärts Tirol ” (VORWÄRTS) was founded in January 2013 around the prominent politicians Anna Hosp (former ÖVP regional councilor), Hans Lindenberger (former SPÖ regional councilor) and Christine Oppitz-Plörer (mayor of Innsbruck). The proponents stated that the reason for the establishment of the list was that “the ÖVP did not recognize any desire for renewal”. Although Hans Lindenberger was put in the running as the top candidate for "vorwärts Tirol", the election campaign came to a decisive test of leadership within the grouping between Lindenberger and Hosp. Finally, Lindenberger and Hosp were nominated together as candidates for a future state government. If the list were to become the second strongest force, the group would also nominate Hosp as a candidate for governor. Vorwärts Tirol is competing with the goal of achieving a double-digit result and second place. A coalition with the ÖVP under governor Platter and state parliament president van Staa also excluded the group. In terms of content, the list positions itself, for example, for more citizen participation, against corruption, the transparent use of taxpayers' money, a reduction in bureaucracy, economic development, affordable housing, the expansion of care and educational facilities and an energy transition.

Communist Party of Austria (KPÖ)

The Communist Party of Austria (KPÖ) sends Roland Steixner as the top candidate in the state election. The party formulated the electoral goal to become stronger, although cooperation with the ÖVP, FPÖ and Team Stronach is rejected in principle. The KPÖ can only imagine working with the other parties in individual areas. Thematically, the KPÖ stands up for social justice, higher minimum wages, lower rents and free energy and heat.

Team Stronach for Tyrol (TS)

The list submission for the state elections by members of the Stronach team caused great public confusion, as three lists with different top candidates were submitted to the state election authority. The original but deposed state party leader Walter Jenewein submitted a list, as did Hans-Peter Mayr, who had been dismissed as state manager. In addition, the medical assistant Sonja Ulmer from Telfs led a third list supported by the federal organization of Team Stronach. While Jenewein withdrew his list, the state electoral authority finally allowed Hans-Peter Mayr's list, which was not supported by the federal organization, because it was submitted first. The Stronach team subsequently broke off the election campaign at short notice, but Frank Stronach finally came to an agreement with Mayr and subsequently supported him. According to the group around Ulmer, which did not accept the agreement, 820 members of the Stronach team subsequently left the Stronach team, and 18 candidates from the district lists went into the media with the appeal “Don't vote for us!”. Mayr formulated the election goal as “moving into the state parliament with a view to double digits”.

FOR TYROL - Party of the Middle

"For Tyrol" was founded by the founding chairman Patrick Pfurtscheller in mid-2012, although Pfurtscheller was previously a member of the Young People's Party and the ÖVP Economic Association. He also acts as the top candidate on the list. The party advocates a reform of the state parliament that includes a halving of politicians' salaries and party funding. Pfurtscheller formulated entry into the state parliament as an election goal, whereby he did not rule out a coalition with any party.

Pirate Party Tyrol (PIRATE)

The Pirate Party of Tyrol only reached the required number of declarations of support for a candidacy in the districts of Innsbruck, Innsbruck-Land and Schwaz. As demands for their election campaign, the pirates advocated more transparency in state politics and referendums at state level, and supported a sustainable energy industry, affordable housing, regionality and increased victim protection. In addition, they opposed transit, proportional representation and "Freunderlwirtschaft" and too strict protection of the townscape.

Gurgiser & Team - BürgerKlub-Tirol (GURGISER)

Top candidate Fritz Gurgiser , who split off from the Fritz Dinkhauser list in 2009 with his BürgerKlub-Tirol , initially voted with the aim of achieving more than two mandates. Most recently, he named entry into the state parliament as a goal, with the main topics of his list being health, jobs and social security.

Candidate structure

The Greens and the Pirates achieve the highest quota of women among the candidate parties with 50% each. They are followed by the ÖVP (43%), SPÖ (40%), KPÖ (35%) and Vorwärts Tirol (34%). The lists of BürgererklubTirol (31%) and Fritz list (29%) show less than a third proportion of women, the list Für Tirol (24%) and the Stronach team (20%) show less than a quarter of women. The FPÖ comes in last with a share of women of only 17%. The highest mean age (median) of the candidates on the respective party lists is the highest in the Stronach team at 55 years. This is followed by the lists Fritz and Vorwärts Tirol (51), the KPÖ (50) and GRÜNE and BürgererklubTirol (49.5 each). The lists of ÖVP (48.5), FPÖ (48) as well as SPÖ and Für Tirol (47 each) show a younger middle age. Pirates have the lowest mean age at 43 years.

Professionally or from a training perspective, the Greens have the highest proportion of graduates of all parties at 36%. The Vorwärts Tirol list follows closely behind with 35%, while the ÖVP already shows a respectable margin with 26%. The KPÖ achieved an academic quota of 24%, the Fritz list 19% and the SPÖ 17%. The lists of the Tyrolean Citizens' Club (13%), the FPÖ (11%) as well as the pirates and the Stronach team (10% each) have significantly lower rates. The list for Tyrol comes in last with 6%. The SPÖ has the highest proportion of public employees at 40%, followed by the Greens (38%) and ÖVP (36%). 25% of the FPÖ and citizens' club candidates are public employees, followed by Vorwärts Tirol (21%), Piraten (20%), KPÖ (18%), List Fritz (15%) and Für Tirol (12%) ). In the Stronach team, however, there is no candidate who is in the public service.

If you only consider the first 10 candidates on each list, the KPÖ also has a women's quota of 50%, but Team Stronach and FPÖ are also in the last place with 20%. In contrast, the GRÜNEN's academic quota of 70% among the top ten candidates from the Greens is exorbitantly high, and the Fritz list and the Vorwärts Tirol list also achieved significantly higher values ​​with 50% and 40% respectively than in their overall list. While the Greens reached a relatively high average age on the overall list, their first 10 candidates had the lowest average age at 38.5 years, while the FPÖ reached the highest at 59 years. Of the first ten candidates, most of the ÖVP (60%) work in the public service, followed by the FPÖ and the SPÖ (50% each).
