The Lighthouse Vienna is a "housing project for formerly homeless people and substance-dependent people with multiple burdens" such as " HIV / AIDS , hepatitis and / or mental illnesses ", located at Dampfschiffstraße  8 in the 3rd district of  Vienna, Landstraße . The Lighthouse, which it claims is not subsidized, is the only housing project in Austria that specifically addresses the needs of people with HIV and AIDS.

history

The project of a residential community called Lighthouse for people suffering from HIV / AIDS and in need of care is based on an idea by Bernhard Durst from the 1990s, which was largely supported by Günter Tolar , the Viennese AIDS pastor P.  Clemens Kriz OSsT and a committee of celebrities . Following the example of the Lighthouse projects in Hamburg , Basel and Zurich , a residential building for HIV-positive people was also to be built in Vienna. Bernhard Durst died in March 1995 of the consequences of HIV and did not live to see the realization.

Lighthouse Vienna

The establishment of the first residential community in the form of assisted living , located in Löwengasse , took place in March 2000 under the name Dach überm Kopf as part of the self-help association People and Aids (Club Plus) by Friederike Baca, Christian Michelides and Herbert Rausch. The adaptation of this first apartment was largely supported by Burgl Helbich-Poschacher from the AIDS service Malteser .

In May 2001, the Lighthouse precursor association could people, and AIDS for the action roof over your head to the property in the Dampfschiffstraße 8, a typical Viennese Gründerzeithaus around 1900, lease, where the housing project in the first three years together with the refugee helper Ute Bock was operated . While some rooms were immediately habitable, the desolate house, which was in dire need of renovation, had to be renovated in sections during the ongoing care operation. Based on the conversion plans developed by the architectural designer Andreas Hofmann - founding partner of Hofmann & Kryspin GmbH , which later acted as a service company for the Lighthouse Association - and submitted by the owner to the building authorities, the spatial concept for the later full operation of the care facility, the needs of the residents, was developed in three construction phases adapted, implemented. Cardinal Christoph Schönborn blessed the first apartment they moved in, as well as the entire residential building and the other outside residential communities later . In May 2003 the sponsoring association Lighthouse - Association for People in Need ( Lighthouse Vienna for short ) was founded.

The entire renovation and renovation project was divided into the following, later partially implemented sections:

  • In the 1st construction phase (2001-2005) the house was completely renovated, the street facade was renovated, all supply and disposal lines as well as the technical and sanitary systems were replaced, district heating was introduced into the house, and all apartments were renovated and converted into small apartments or flat-sharing communities in a contemporary equipment standard with sound and heat insulation windows.
  • With the 2nd construction phase (2005–2006) an elevator was to be installed and the house made barrier-free; According to Andreas Hofmann, district heating was introduced into the apartments and an ordination room and rooms for a shared apartment were created for clients requiring intensive care. In addition, a courtyard building was erected as a shell.
  • In the 3rd construction phase (2007–2008) the courtyard building, which is still under construction, should be completed. There should be a winter garden with a cafeteria, therapy rooms, a workshop and a laundry room. Public toilets were to be set up in the main building and balconies were to be installed for the apartments. From 2006, according to the plans of Andreas Hofmann, the top floor was to be expanded into office space, two studios, a conference room and with large terraces; according to the conversion plan, a multi-confessional chapel was also to be built on the top floor.

According to the outdated website of Hofmann & Kryspin under Activities, the focus of the renovation extends until 2010, with a divergence from Andreas Hofmann being stated: “Currently in planning are (a) the heating house with an energy-efficient thermal bath, (b) the adaptation of the Basement, (c) the renovation of the entrance area and the establishment of a garbage room, (d) the installation of the lift and thus the completion of the barrier-free project. "Under the principles of barrier- free access, it is stated that it" [was] a goal from the start, it [...] however, in the main building at Dampfschiffstrasse 8, will only be implemented after the lift has been installed - planned by summer 2014 at the latest. With the exception of two access rooms, all living spaces will then be wheelchair accessible. "

Since the beginning, nine single apartments and 32 single rooms with a total of 62 living spaces have been created in the main building on Dampfschiffstrasse. In addition, further residential units were rented for four external residential communities, which were adapted for 21 residential spaces.

In March 2012, according to a report by the Austria Press Agency (APA), there was a serious fire in which one resident died and five people were hospitalized with suspected smoke gas poisoning. A candle or a cigarette was suspected to be the cause of the fire.

In 2018, the Lighthouse is listed on the drug therapies platform as one of the Austrian therapy institutions among the "helpful addresses to Austrian institutions dealing with the topics of drug addiction, opiate addiction, drug counseling, substitution and withdrawal therapy" in Vienna.

organization

background

According to a report in the Wiener Zeitung from February 2009, there are more and more homeless people, “even in the legendary crypt or at the Ganslwirt [drug advice center, today Jedmayer; Note] are banned from entering the home (for example because they are 'too' or violent). ”The only way to do this would then be to privately run homeless shelters,“ whose reputation is often controversial. One of these projects is the little known 'Lighthouse' on Dampfschiffstrasse in Vienna-Landstrasse. "

When asked about the Vienna Social Fund (FSW), the city's drug coordination and even the Vienna Aids Aid, no one asked officially to say anything about the Lighthouse, you only get evasive answers. In February 2009, the managing director Christian Michelides told the Wiener Zeitung that, unlike other organizations such as the Ernst-Kirchweger-Haus (EKH), the Lighthouse did not receive any public funding: “We haven't tried to get funding for a long time of the FSW, because that would give us conditions that make a company no longer affordable. "

“'My clients fall through all networks, nobody cares about them - and it is precisely from such remnants that the project emerged. We started with three people, now we're bursting at the seams, 'says the family therapist, who is in training. [...] the six carers working in the house are trying hard, but according to Michelides for the most part no therapists, social workers or doctors. [...] As Michelides assures, one has 'the situation under control' [and] compensates for gaps in training with experience. 'It is clear to us that we are moving in a gray area, "says the house manager," but where should the people go? If you let an AIDS patient live in a drug environment on the street, he is not taking his vital medication every day. That means a certain and excruciating death sentence, 'says Michelides. "

- Werner Grotte : Wiener Zeitung, February 2009, quoting Christian Michelides (Lighthouse)

For the financing, it is pointed out that the sponsoring association is dependent on the rental income of the house residents. Almost all of them are social welfare or pension recipients with mostly a monthly income of around 770 euros (February 2009). This is offset by the monthly rent of 380 euros. The remainder of the client's needs can be managed by the facility and paid out in small installments so that spontaneous drug purchases or the like can be prevented.

Resident care

A living space

According to the Lighthouse supporting association, the care of the currently around sixty residents comprises the entire spectrum of social work , psychosocial care , legal advice, and medical and nursing care.

The people who seek refuge and care in the lighthouse would often suffer from chronic illnesses. Almost all of them are of violence and / or sexual abuse and are often severely traumatized from broken family relationships in childhood and adolescence, as well as from years of homelessness , imprisonment and prostitution . Some of the residents would only arrive at the care facility with what clothing they were wearing. The primary goal of the care is on the one hand to ensure survival and on the other hand to end crime and prostitution. There are no requirements for moving into the facility, but immediately after moving in, a check is made to see whether acceptance into the substitution program appears advisable. Pets are also allowed in the lighthouse. "Around 80 percent of clients could live well with this system and often live in the house for years," says Michelides. "

According to the Lighthouse Association, the team has developed the following stabilization principles:

The goals and principles of support in the Lighthouse Vienna project are based on the Lighthouse website:

  • Perceiving people as people
  • Ensuring survival
  • Stabilization of substance use
  • Ending prostitution
  • Ending crime
  • Securing financial benefits
  • Clarification of all legal questions
  • Establishing a regular daily routine
  • Family reunification, social contacts
  • Promotion of the sense of reality

Supervision team and cooperation partner

The multi-professional Lighthouse team includes qualified drug advisors , life coaches and psychotherapists, a mediator , a doctor , a social worker and a nurse, as well as civil servants , interns , cleaners and house workers .

From the Federal Ministry of Health , the association of self-reported as internships and training facility for psychotherapists was health psychologists and clinical psychologists and the Ministry of the Interior as a community service facility recognized.

The sponsoring association cooperates with Field Marshal Radetzky's pharmacy, the two Vienna HIV stations Annenheim at the OWS and Süd-4 at the AKH , with the drug advice center Jedmayer (formerly known as the drug advice center Ganslwirt ) and with HIV-mobil , and regularly takes part in the AIDS get-together and helped shape and support the demands of the Austrian AIDS community for AIDS 2010 in Vienna.

There is also good understanding with the social welfare offices and the police. Since many of the clients had long prison sentences behind them, were mentally ill, and some were also supervised, they can no longer fit into normal communities. From the side of the Lighthouse, the clients get help in everyday life and they are accompanied to urgent official channels if necessary: "These are often tedious gauntlet runs between the employment office, pension insurance, social welfare office and the regional health insurance fund, where people are sent in a circle until they are out of their salaries fall. "(Michelides, quoted from Wiener Zeitung, 2009 )

The Hofmann & Kryspin GmbH is the tenant and lessee of the property Dampfschiffstraße 8 and thus the housing and care facilities of Lighthouse Wien. Ongoing operation and maintenance are handled by the service company, operating and energy costs are administered and the residents are charged the flat-rate fees for assisted living.

Hofmann & Kryspin was built with social contract of 2 October 2001 and the end of October 2001 as a company HOFMANN AND Kryšpín Ges.mbH registered with a capital amounting to 75,000 euros and headquartered in Vienna in the Companies Register at the Commercial Court of Vienna; the line of business is “buying and selling real estate”. In addition to another real estate company as the main shareholder, the architectural designer Andreas Hofmann and Dionizy Andreas Kryspin, who were responsible for the later lighthouse renovation and conversion, were the founding shareholders, each with equal shares.

In September 2002 Christian Michelides took over the company shares in Immobilien-GmbH and D. A. Kryspin and became the 95% majority owner, relocating the head office to the care facility at Dampfschiffstrasse 8. In October of the same year, Michelides was entered in the company register as managing director of the company. After the successor association Lighthouse - Verein für Menschen in Not was founded in May 2003 , Andrey Polyakov, another partner, joined Hofmann & Kryspin GmbH in September 2003 and took over from Michelides, who had held 95% since 2002, 75 % of its company shares.
