This list of members of the Carinthian state parliament (15th legislative period) lists all the members of the Carinthian state parliament in the 15th legislative period. The legislative period ranged from the constituent session of the state parliament on November 13, 1930 to the dissolution of the state parliament on October 3, 1934.

The state parliament elected the state government of Kernmaier on January 22, 1931 , after the election of the state government on December 30, 1930 was prevented by the departure of the SDAPDÖ, home bloc, NSDAP and the Carinthian Slovenes party. On January 22, 1931, the Landtag also elected Gustav Pomaroli (SDAPDÖ), Georg Hubmann (SDAPDÖ) and Hans Sattlegger (National Economic Bloc and Landbund) as members of the Federal Council . As a result of the February fighting in 1934 , Governor Kernmaier lost his office on February 16, 1934, as he was elected with the votes of the Social Democrats. As a result, Silvester Leer took over the office of governor until the state parliament elected the Hülgerth state government on March 7, 1934 .

Before that, the number of members of the state parliament had already fallen sharply, as numerous state parliament members had lost their mandate due to their party affiliation. First of all, the members of the NSDAP forfeited their mandates due to the ban on their party on June 19, 1933 (Federal Law Gazette 1933, No. 240). In the course of the February battles in 1934 , the Social Democratic Workers' Party of Austria was also banned on February 12, 1934 by a regulation of the federal government (Federal Law Gazette No. 78), which also meant that the mandates of the Carinthian MPs of the SDAP expired. From the session on March 7, 1934, only 19 members of parliament belonged to the state parliament. The two federal councilors delegated by the SDAP were also affected by the loss of mandate, which is why Ignaz Tschurtschenthaler (CS) and Oskar Trenkwitz (home block) were re-elected on March 7th .

Functions

Landtag President

The presidents of the state parliament were elected on December 29, 1930 through the sufficiently signed election proposals of the state parliament clubs entitled according to the proportional representation system. Julius Lukas (SDAPDÖ) was appointed first president of the state parliament, Leopold Rothwangl (SDAPDÖ) became second president and Hans Sattlegger (NLW) became third . After the election procedure had met with criticism from the members of the Christian Social Party, another election took place on January 22, 1931, in which the already elected state parliament presidents were elected with 22 of 28 votes cast. In addition, the member of the Christian Social Party Franz Ehrlich received 6 votes.

After Lukas and Rothwangl, the first and second state parliament presidents, had lost their state parliament mandate due to the ban on the SDAPDÖ and the third president Sattlegger changed to the state government, all presidents had to be re-elected in the state parliament session on March 7, 1934. However, since the state parliament was greatly reduced at this point due to the party bans, the remaining parties agreed not to occupy the third president of the state parliament. As a result, Vinzenz Schumy was elected first and Hans Großauer as second president of the state parliament on that day with 16 votes each .

Club chairmen

In the “Club of Social Democratic Landtag Members ”, Provincial Councilor Matthias Zeinitzer took over the office of club chairman , while Leopold Rothwangl was elected as his deputy. The members of the list “National Economic Bloc and Land Association, led by Dr. Schober ”formed the“ National Economic Bloc and Landbund ”club and elected Ferdinand Kernmaier as club chairman and Michael Blasch as his deputy. The "Christian Social State Parliament Club " appointed Sylvester Leer as its chairman, while Johann Hernler was his deputy . The home block designated Ludwig Hülgerth as club chairman, and Emmerich Angerer took over his deputy . After Hülgerth renounced his mandate, the state parliament club elected Walter Lakomy as the new club chairman. The club chairman of the National Socialist German Workers' Party (Hitler movement) was Hugo Herzog .

Committees

After the constitution of the state parliament, the state parliament formed four committees with 10 members each. The four committees were the “Finance Committee”, the “Constitutional and Immunity Committee”, the “Agriculture and Economics Committee” and the “School Committee”. After the SDAP was banned and its members were excluded, the committees were reduced to five members on March 7, 1934.
