There is no general toll on public roads in Norway. However, a temporary toll is often levied for the use of newly built engineering structures (tunnels, bridges) as well as newly built or completely renovated road sections until the respective structure has been paid off (usually around 10 to 15 years). The toll stations will then be dismantled. There are toll roads in several places in Norway. With the exception of the Atlanterhavstunnel and some ferries , all toll stations work automatically.

The cabinet of Prime Minister Erna Solberg proposed a toll reform in four parts - a reduction in the toll companies, the separation of toll services for toll and ferry tickets from the toll companies, an interest equalization scheme for toll road credits and a simplification of the price and discount systems.

AutoPASS

The Norwegian system for electronic toll collection is called AutoPASS and is owned by the Norwegian Road Transport Authority, Statens Vegvesen . An AutoPASS toll transponder is a wireless transmitter (chip) that allows drivers to pass through automatic payment systems more quickly. AutoPASS is a member of EasyGo , a joint venture between Norway, Sweden , Denmark and Austria . This enables the use of just one electronic toll transponder in all four countries when passing toll roads, ferries and bridges.

For vehicles without a transponder, the vehicle registration number is photographed and the invoice is sent to the vehicle owner by post. This also applies to vehicles that are registered in countries other than Norway. Vehicles registered abroad receive the invoice from Euro Parking Collection plc (EPC). All foreign vehicles must register the vehicle's Euro class and the type of fuel so that the toll companies can make correct debits based on the environmental class. If there is no registration, the highest rate within tariff group 1 or 2 will be charged.

All domestic and foreign vehicles with a gross vehicle weight of more than 3.5 t that are registered for companies, the state, administrative districts or municipalities or that are used commercially in any other way must be equipped with a for all journeys on public roads a valid toll tag for which there is a valid contract for the payment of tolls in Norway.

Compliance with the applicable ordinance is checked by the police, customs and statens vegvesen. A fee of 8,000 Norwegian kroner will be charged if you breach the regulation . If it is repeated within two years, the fee increases to 16,000 Norwegian kroner. The fee must be paid within three weeks - even if an objection is lodged. Otherwise the fee increases by 50% to 12,000 or 24,000 Norwegian kroner.

Toll companies

All toll roads in Norway belong to a toll company that is responsible for financing the road project. The right to collect tolls is based on the conclusion of a toll contract between the toll company and the Norwegian Ministry of Transport .

As a result of the toll reform, the following regional toll road operators will be established, which are owned by the provinces:

For vehicles in vehicle class M1 over 3500 kg in tariff group 1, an electronic chip and a valid contract are mandatory. Chip requirement: Vehicles that are registered with a company or are used commercially must be equipped with an electronic chip with a valid contract for tariff group 2.
Tariff groups with environmental differentiation

For systems that use environmentally differentiated tariffs, up to four different tariffs can apply for tariff group 1 or 2.

Through the process of Prop. 1 S Appendix 2 / Innst. 13 S (2015–2016) the Storting supported the government's proposal to introduce a new tariff and discount system for toll projects. The new system will standardize discounts. Vehicles in tariff group 1 with an electronic chip and a valid contract automatically receive a 20 percent discount. Vehicles in tariff group 2 do not receive a discount.

A toll for emission-free vehicles for tariff group 1 is being introduced in more and more projects. Zero Emission Vehicle is a collective term for electric and hydrogen cars . The toll fee is a maximum of 50% of the normal toll fee after discounts (e.g. if the toll fee is 10 NOK, it costs 8 NOK with a valid contract / chip. The toll fee for zero-emission vehicles can therefore be a maximum of 4 NOK.) Payment for emission-free vehicles is made according to the instructions of Prop. 87 S (2017-2018) and the local government. Payment of tolls as an emission-free vehicle requires a chip and a valid contract. Without a chip or a contract, emission-free vehicles are charged at the normal rate like other vehicles.

Many routes without tolls also use AutoPass as a payment via the "AutoPass for ferry" concept. AutoPASS customers with a valid contract and transponder, but without a separate ferry account, receive a 10% discount on the ferry crossings with the AutoPass chip. When you prepay an Autopass ferry account, you get a 50% discount (40% for businesses).

Political discussion

The toll issue always leads to major discussions. It came into focus especially before the local elections in September 2019, in which the Folkeaksjonen nei til mer bompenger (FNB) party stood in many municipalities with the main topic of no longer making roads subject to tolls. In the long term, the TSO wants to make existing toll roads freely passable again. The Norwegian government began renegotiating the issue shortly before the elections. These discussions were also referred to as Bomstrid ( German : Mautstreit ) in the Norwegian media, as the governing parties could not agree on a result for a long time. The green party Miljøpartiet De Grønne (MDG) , for example, spoke out against the abolition of the toll . Its top candidate in Oslo , Lan Marie Nguyen Berg , gave her speech on election evening with “Vi elsker bomringen!” (German: “How love the toll zone!”) ) ended.
