Michael Cecil Boyce, Baron Boyce , KG , GCB , OBE , DL (* 2. April 1943 in Cape Town , South Africa ) is a British former First Sea Lord of the Royal Navy , former Chief of Staff ( Chief of the Defense Staff ) and Life Peer .

Career in the Royal Navy

Boyce attended Hurstpierpoint College and joined the Royal Navy in 1961 . He was used on submarines and eventually became the commander of the submarines HMS Oberon and HMS Opossum . In 1965 he was promoted from acting sub-lieutenant to sub-lieutenant , 1966 he became lieutenant and 1974 lieutenant commander . From 1965 to 1972 he served on the submarines Anchorite , Valiant and Conqueror . Boyce was promoted to the rank of commander in 1976 . During this time he commanded the submarine HMS Superb from 1979 to 1981. In 1982 he became captain . His next command was the frigate HMS Brilliant from 1983 to 1984 before returning to the Department of Defense in 1986 . From 1984 to 1986 he was Captain (SM) with the Submarine Sea Training Staff. Between 1986 and 1991 he held various positions in the Department of Defense, including the position of Director of Naval Staff Duties . In 1988 he taught at the Royal College of Defense Studies . In 1988 he was Commodore , 1991, he was Rear Admiral ( "Rear Admiral"). In 1989 he was Senior Officer of the Royal Navy in the Middle East . From 1991 to 1992 he was a flag officer (Sea Trg). From 1992 to 1994 he was Commander of the Anti-Submarine Warfare Striking Force. From 1992 to 1995 he was a flag officer with the Surface Flotilla. Boyce was promoted to Vice Admiral in 1994 and Admiral in 1994 . From 1995 to 1997 he was Commander in Chief Naval Home Command and Second Sea Lord. In 1997 he was appointed Commander-in-Chief "Fleet", in 1998 First Sea Lord and Chief of Naval Staff. From 1997 to 1998 he was Commander in Chief Eastern Atlantic and Commander Allied Naval Forces North Western Europe. In 2001 he became Chief of the Defense Staff . In 2003 he resigned from this position and became Colonel Commandant of the Special Boat Service . In 2014 he was promoted to Admiral of the Fleet .

Membership in the House of Lords

Boyce was made a life peer as Baron Boyce , of Pimlico in the City of Westminster in 2003 . He is a crossbencher in the House of Lords . There he belongs to several special committees. From 2005 to 2006 he was a member of the "European Union Sub-committee C" Foreign Affairs, Defense and Development Policy. From 2006 to 2008 he was a co-opted member. He was one of several retired Chiefs of Defense Staff to speak in the House of Lords on the issue of prosecuting soldiers before the International Criminal Court . On December 3, 2009, he testified to the Iraqi investigative committee .

Further offices and honors

In 1982 Boyce was named Officer of the Order of the British Empire (OBE) at the Queen's Birthday Honors . In 1995 he was knighted as Knight Commander of the Order of the Bath (KCB) as part of the New Year Honors . Boyce became a Freeman of the City of London in 1999 . In 2002 he became a knight ("Knight") of the Order of Saint John . He has been a member of the Council of the White Ensign Association since 2003 and has been its chairman since 2008.

Since 2003 he has been President ("Knight") of the Officers Association and Director of the Naval and Military Club . He has also been the patron of the Submariners Association since 2003 . In 2004 he was appointed Deputy Lieutenant of Greater London. He also served as Chairman of the Royal Navy Club between 2004 and 2007 . In May 2004 he became a non-executive director of WS Atkins PLC . In July of the same year he was appointed Lord Warden of the Cinque Ports to succeed the late Queen Mother Elizabeth . Boyce was the first former Chief of the Naval Staff in that office. Since 2004 he has been Director of the VT Group Public Limited Company and President of the Royal Navy Submarine Museum . He has also been a member of the Royal National Lifeboat Institution since 2004 , as a trustee since 2006. Since 2005 he has been trustee of the Lib National Liberal Maritime Museum . He has been the Elder Brother of Trinity House since 2006 . In 2011, Elizabeth II named him Knight Companion of the Order of the Garter .
