history
On 1 January 2002 27 previously independent municipalities were on the Island of Montreal , "île Une, une ville" under the slogan ( "An island, a city") with Montreal merged. Resistance arose especially in communities with a high proportion of English speakers, as this measure had been ordered by the provincial government of the separatist Parti Québécois . When the Parti libéral du Québec returned to power in 2003 , they promised to reverse the mergers.
Referendums were held in 22 of the 27 former parishes on July 20, 2004, and the separation from Montreal was adopted in 15 parishes. These were mainly communities in the west of the island, but also some enclaves within the city. However, the communities did not regain their full independence, but had to cede numerous competencies to the community association, which was founded on January 1, 2006.
