The 1969/70 season was the 23rd regular staging of the National League B , the second highest Swiss league in ice hockey . The NLB champion HC Ambri-Piotta went straight into the National League A in. The EHC Winterthur and the EHC St. Moritz were relegated to the third highest division, the first division.

The league was divided into two groups. The eight best placed teams qualified for the final round, the winners of which were promoted directly to the NLA. The remaining eight teams contested a relegation round, the last two of which were relegated directly to the third division. Each team received two points for a win and one point for a tie. If you lost, you didn't get any points.
