The Osnabrück department is one of eight departments of the Lower Saxony State Archives . It is responsible for the authorities , courts and other agencies of the state as well as their legal and functional predecessors in the independent city ​​of Osnabrück and in the districts of Osnabrück , Emsland and Grafschaft Bentheim .

As part of cooperation, the archives of the city of Osnabrück, the district of Osnabrück and most of the municipalities belonging to the district as well as the Osnabrück University and University of Applied Sciences are kept and looked after in the Osnabrück department.

After Osnabrück and the Kingdom of Hanover became part of the Prussian state in 1866, the Osnabrück State Archives were founded, the first archivist of which was Dr. Hermann Veltmann started his service in February 1869. The archive was located at that time in Osnabrück Castle . Due to the poor spatial accommodation, among other things, there were several attempts to relocate the State Archives to Hanover. In order to prevent the archive from being removed, the city of Osnabrück provided the Prussian state free of charge with a plot of land on Schloßstraße and Schloßwall for the new state archive to be built. In 1917, in the middle of the First World War , the purpose- built archive building could be completed and occupied.

Much of the inventory was relocated during World War II . During an air raid on September 26, 1944, the administration building was destroyed by a bomb. Archives were not damaged. The archived material could be brought back to Osnabrück by the end of 1946. Until the reconstruction of the destroyed administration building in 1954 and 1955, the service and administration rooms were temporarily located in the warehouse building. Due to the growing holdings of the State Archives, another warehouse building was built between 1983 and 1986.

In 2005 the Osnabrück State Archives were incorporated into the Lower Saxony State Archives. In 2006 and 2007, the administration building was finally rebuilt to be barrier-free and the public area with reading room, technical user room and conference room moved to the ground floor and the service and administration rooms to the upper floor.

Stocks

The Osnabrück department stores around ten kilometers of shelves for files , 26,500 documents and 45,000 maps and plans . In addition to the documents the authorities take care of, among others, the older ones are in the Department Osnabrück civil registers of registry offices of Osnabrück and the district of Osnabrück, various regional newspapers , discounts and club and company archives survived.

The service library comprises around 65,000 volumes with a focus on regional history. Around 25,000 volumes have survived in the library of the Association for History and Regional Studies of Osnabrück (Historical Association), which is also kept in the Osnabrück department .

The holdings of the Osnabrück department are not classified according to subject matter ( principle of pertinence ), but rather according to their origin (principle of provenance ) as follows:

  • State provenance (repositions, rep): The state holdings contain documents from the state authorities and courts as well as from the predecessor territories since the Middle Ages
  • Municipal provenance (Deposita, Dep): Archives of cities and municipalities, e.g. B. Bad Iburg , Bramsche , Fürstenau , Georgsmarienhütte , Haselünne , Melle , Meppen , Osnabrück, Papenburg and Quakenbrück as well as the archive of the district of Osnabrück
  • private / other provenance (deposit, deposit / acquisitions, adults): Archive of the University and University of Osnabrück, aristocratic, estate and court archives, archives of companies, associations, associations, educational institutions and social organizations, private estates
  • Collection goods (Slg): newspapers, posters , leaflets , field post letters , coats of arms , seals , coins
  • Maps (K): For conservation reasons, the often large-format maps and plans have been combined from all holdings for better storage.

According to the Lower Saxony Archives Act, everyone has the right to use archived material within the framework of the usage regulations. However, protection periods may have to be observed , for example for personal documents or documents that are subject to confidentiality regulations. Use for scientific purposes can be approved on request before the expiry of the protection periods.

The holdings and archive materials handed down in the Lower Saxony State Archives Department Osnabrück can be researched online using the Arcinsys archive information system. After registering in Arcinsys, users can submit a usage application via the system and then pre-order archival material for inspection in the reading room . The extensive service library with a focus on regional history can also be researched via an online catalog. The publications can be pre-ordered by phone or email.

The archives and literature are used in the reading room of the Lower Saxony State Archives - Osnabrück Department. In addition to the opening times of the archive, the archive material retrieval times must be observed here. Lending is not possible. For reasons of conservation, some documents, such as newspapers, are no longer made available in the original, but on microfilm , microfiche or as digital copies for inspection. Reproductions of the archive material can be commissioned for a fee. Since July 2017, it has also been possible to make reproductions free of charge with your own cameras for private and personal use by users on request.
