Norbert Langerwisch (born June 11, 1951 in Brandenburg an der Havel ) is a German politician and former police officer . From 2001 to 2005 he was mayor and alderman in his hometown and from March to December 2003 he was the head of the city.

Live and act

Police service

Norbert Langerwisch was a lieutenant colonel in the People's Police . January 1990 he became head of the police district office in Brandenburg. After German reunification , Langerwisch was taken over by the Brandenburg Police and remained in charge of the protection area until 2001.

mayor

2001 Langerwisch left the police service. On April 25, at the suggestion of the Lord Mayor of Brandenburg an der Havel Helmut Schliesing, he was elected by the city council with a term of office of eight years as the successor of Margrit Spielmann as mayor and thus first deputy of the mayor and furthermore as building officer. The mayor's office, which took Langerwisch June 1, was since 1998, since Spielmann Member of Parliament was vacant .

In March 2003, Lord Mayor Helmut Schmidt , who had been Helmut Schliesing's successor since 2002, resigned due to illness, and Norbert Langerwisch became mayor of Brandenburg. In the fall of the same year he ran for the mayoral election for the SPD . He lost the election to Dietlind Tiemann ( CDU ), who took office on December 17, 2003. Langerwisch remained mayor and building officer.

Deselection and re-entry into the police force

In January 2005, there was an initiated by Mayor Tiemann deselection process in the City Council after it was revealed that Langerwisch with a criminal undercover agent had contact, but made contradictory statements on that later. The deselection, which was successful with a two-thirds majority, took place during ongoing police investigations, which were later discontinued.

Since he was given a corresponding promise and was put on record when he left in 2001, Norbert Langerwisch applied for reinstatement in the police service in March 2007. Reinstatement was rejected by the Ministry of the Interior , whereupon Langerwisch sued. In 2009 the Potsdam Administrative Court ruled against the Ministry of the Interior and upheld the action for reinstatement.

Second candidacy for mayor

In 2011 Norbert Langerwisch stood a second time for the SPD against Tiemann in the mayoral election and lost. During the election campaign, rumors were spread that he had been an unofficial employee (code name IM Center ) of the State Security in the GDR . After the fall of the Wall, Langerwisch was repeatedly checked for Stasi cooperation because of his takeover and because of his position in the higher police service . Safety had been certified. A legal dispute that took place in the course of the rumors raised during the election campaign also revealed that it was harmless. Langerwisch had never been listed as an IM, had not made a declaration of commitment and had not written a report to the State Security. He was only listed as a preliminary IM, which was largely due to his police work.

Break with the SPD

At the end of May 2016, an internal SPD chat in WhatsApp became known in which several city councilors and knowledgeable residents , in addition to Langerwisch seven other people, made insulting comments about the party leader and former interior minister Ralf Holzschuher and the parliamentary group leader Britta Kornmesser and an internal overthrow, there was talk of “switching off” and planning. After leaving the SPD, Norbert Langerwisch and other former Social Democrats initially founded a parliamentary group for citizens - Brandenburg an der Havel city group . He also joined the free voters , for whom he has been a member of the city council since 2018.
