Upper Rhine Council

The Upper Rhine Council is a cross-border body for political advice and consists of the four neighboring delegations of the Upper Rhine : Baden-Württemberg , Rhineland-Palatinate , Alsace and the cantons of Northwestern Switzerland . Its constituent meeting after the foundation on December 16, 1997 in Baden-Baden took place in April 1998 in the European Parliament in Strasbourg .

The Upper Rhine Council is part of the policy pillar of the Trinational Metropolitan Region Upper Rhine (TMO) . It takes a political stance on important regional issues, accompanies the activities of the Upper Rhine Conference and supports joint development in the Upper Rhine region.

Since October 1, 2019, the Upper Rhine Council has had a permanent secretariat as part of an INTERREG project, which is located in the competence center for cross-border and European issues in Kehl am Rhein.

Organization and structure

The Upper Rhine Council is organized as follows:

  • President: The election takes place once a year, with rotation between the four delegations.
  • Board of Directors: The Board of Directors consists of the President, three Vice-Presidents and three other members, one member each from the German, French and Swiss sides. The three vice-presidents come from the three delegations that do not hold the presidency. The board prepares the agenda for the plenary meetings and supports the president in running the business.
  • Plenary assembly: The plenary assembly takes place as a meeting of all members of the Upper Rhine Council at least twice a year. Resolutions are generally made by mutual agreement or at least with two thirds of those present or at least half of its members.
  • Commissions: The commissions prepare the resolutions and recommendations of the Upper Rhine Council. In addition to the rules of procedure committee, there are currently four thematic commissions:
    • Rules of Procedure
    • Economy, labor market, health
    • Transport, spatial planning, disaster control
    • Agriculture, environment, climate, energy
    • Culture, youth, education, sport
  • Permanent secretariat: The Upper Rhine Council has been supported in the performance of its tasks by a permanent secretariat since October 1, 2019.

Members

The 71 members of the Oberreinrat are distributed among the four delegations as follows:

  • 26 members for the state of Baden-Württemberg
  • 26 members for the Grand Est region
  • 8 members for the state of Rhineland-Palatinate
  • 11 members for the cantons of north-western Switzerland (Basel-Stadt, Basel-Landschaft, Aargau, Jura, Solothurn)

aims

According to the founding agreement, the Upper Rhine Council pursues the following four goals:

  • to promote and deepen the exchange in the field of political cross-border cooperation,
  • To develop initiatives for joint cross-border projects of a regional and municipal nature,
  • to promote and support a harmonious and coherent development of the Upper Rhine areas and
  • to accompany the activities of the Upper Rhine Conference with regard to the goals and measures.
