Rüdiger Erben (born October 26, 1967 in Bad Salzungen ) is a German politician ( SPD ). He has been a member of the SPD parliamentary group in the state parliament of Saxony-Anhalt since 2011 , to which he briefly belonged in 2006. From 2006 to 2011 he was State Secretary in the Ministry of the Interior of Saxony-Anhalt. From 2011 to 2016 he was deputy group chairman. Since 2016 he has been the parliamentary managing director of the SPD parliamentary group.

Life and work

Rüdiger Erben grew up in the small town of Geisa (Rhön) in Thuringia and attended the polytechnic high school there . In 1987 he began his training (with high school diploma ) as a skilled worker for mining technology. Then he was a non-commissioned officer in the National People's Army of the GDR . From 1991 to 1994 he studied administrative sciences at the Administration and Business Academy in Halle (Saale) and Darmstadt . He was head of the regulatory office in the Weißenfels district office and then headed the administration of the Teucherner Land administrative association as head of office until 2001 .

Rüdiger Erben has two grown sons and is married to Bianka Erben, Deputy Mayor of Teuchern , for the second time .

politics

Erben has been a member of the SPD since 1997. From June 2003 he was district chairman of the SPD district association Weißenfels and since October 2004 deputy state chairman of the SPD Saxony-Anhalt . After the merger of the district associations Burgenlandkreis and Weißenfels in 2006 he became district chairman of the new SPD district association Burgenlandkreis .

Erben was from 1999 to 2001 chairman of the SPD district parliamentary group in the Weißenfels district. In July 2001 he was appointed district administrator selected the district Weissenfels.

In the election of the 5th state parliament of Saxony-Anhalt on March 26, 2006 , Rüdiger Erben won the direct mandate in the constituency of Hohenmölsen-Weißenfels with only 64 votes ahead of his CDU opponent. With his appointment as State Secretary in the Ministry of the Interior, led by Holger Hövelmann (SPD), he left the state parliament on May 4, 2006 ( Böhmer II cabinet ). On October 8, 2010, Erben publicly announced that he would resign from his position as State Secretary in order to devote himself more to local politics in the future and to run for the mayor's office of Teuchern on November 7, 2010 . With a result of 37.94 percent of the votes cast, Erben reached the runoff election on November 28, 2010. He lost this with 46.7 to 53.3 percent of the votes against the non-party secondary school teacher Frank Puschendorf .

In the election of the 6th state parliament of Saxony-Anhalt on March 20, 2011 , Rüdiger Erben in the constituency of Hohenmölsen-Weißenfels received 5109 first votes, about 1100 votes less than opponent Harry Lienau (CDU), and thus could not win a direct mandate. However, he moved into the state parliament via his list position 19 on the SPD state list. The SPD parliamentary group elected him deputy chairman of the parliamentary group.

Since the local election on May 25, 2014, Erben has been a member of the Burgenlandkreis district council. Since then he has been elected chairman by the SPD district parliamentary group.

Erben was under discussion as a minister for the formation of the red-red-green government in Thuringia in 2014. However, he declined the offer to continue working in Saxony-Anhalt.

For the election of the 7th state parliament of Saxony-Anhalt on March 13, 2016 , Erben moved into the state parliament via the SPD state list (2nd place). He was elected parliamentary director by the parliamentary group.

Positions

Phase out of lignite generation

After the grand coalition in Berlin agreed in early June 2018 to set up a commission to propose an exit date for lignite-based power generation in Germany, the people working there began to tremble in the Rhenish, Lusatian and Central German districts. Due to its size, the Central German Revier was often out of focus in the deliberations of the “Coal Commissioner”. The district administrator of the Burgenlandkreis, Götz Ulrich, who is not a single representative from the area, and Rüdiger Erben criticize the fact that the commission visits the areas in the Rhineland and Lusatia, but not the Central German area.

After the commission presented its final report on January 26, 2019, Erben stated that “As always with compromises, the outcome does not make it easy for everyone involved. However, it prevents a structural break in the Central German district. There will be no shutdowns of power plants or open-cast mining in our country in the next few years. We now have up to twenty years to shape the structural change. Two results are particularly important to me: First, the IGBCE union has succeeded in ensuring that no buddy falls into the mountain free. The aim is to create security from social hardship for those employees affected by the structural change in coal-fired power generation - by excluding compulsory layoffs, earlier access to pensions by means of state adjustment allowances and the placement of new jobs. Second, the federal states concerned will receive € 40 billion to shape the structural change. That is a lot of money, but it has to be used properly. For me it is important that the support really lands in the area and is not spread widely across the country. In Saxony-Anhalt the money belongs in the Burgenland district and there first in the old districts of Hohenmölsen and Zeitz. The money is neither there to beautify the rosarium in Sangerhausen nor to pimp the Naumburg Cathedral. It's about the infrastructure and new industrial jobs in the actual lignite mining area. "

Despite these reminders, the actors in the Burgenland district did not succeed in convincing the state government of Saxony-Anhalt to delete projects such as the Naumburg Cathedral and the Rosarium in Sangerhausen from the immediate immediate program. On the contrary, it was ensured that the Bad Kösen bypass, which had been planned for years, is to be financed and built with the means for structural change.

It is extremely questionable whether the structural change in the Central German district will succeed in this way, says Erben.

Ban on alcohol consumption in public

Erben has repeatedly spoken out in favor of banning the consumption of alcoholic beverages in public places and in local transport in general and has worked towards a corresponding change in the law that empowers cities and communities to issue such bans.

The police switched off mobile communications

Erben has campaigned for the police to be empowered to completely shut down general mobile communications in a certain area at their own discretion and without a prior judicial decision , if the respective authority deems this to be necessary in a police operation.

Municipal reform 2007–2011

As State Secretary in the Ministry of the Interior, Rüdiger Erben was actively involved in the implementation of the municipal reform and the Saxony-Anhalt district reform in 2007 . The second regional reform in Saxony-Anhalt reduced the counties from 37 to 11 and 3 independent cities. In Erben's home district, there were sometimes difficult compulsory assignments, as the municipalities had not voluntarily decided to assign to a municipality by June 30, 2009. As of January 1, 2011, the municipal area reform in Saxony-Anhalt came into force.

NPD ban

Erben campaigns for a renewed party ban proceedings against the NPD . In Erben's view, a ban on the party would "not prevent right-wing extremist acts, but it would be good if the NPD no longer received any state funding ."

Police in Saxony-Anhalt

Due to the municipal reform in 2007 in Saxony-Anhalt, the structures of the police had to be adapted to the new circumstances. Erben took the position that a police station must exist in every district in Saxony-Anhalt. In the current coalition under Prime Minister Haseloff, this view repeatedly leads to disagreements with Interior Minister Holger Stahlknecht (CDU). In a membership decision of the SPD Saxony-Anhalt, a vote was taken on mandatory identification for police officers. Before the membership decision of the Social Democrats, Rüdiger Erben was also against mandatory identification for police officers. However, he changed his mind due to an incident in Halle / Saale. The SPD will therefore “not be available without the introduction of mandatory labeling” in the next legislative period.

Cooperation between the SPD and the left

Erben calls for stronger cooperation between the SPD and the left in Saxony-Anhalt and Germany. He believes that both parties have similar goals. In the Burgenland district, the Left and the SPD (whose district association chairman is Erben) nominated a joint district council candidate for May 25, 2014, who received 38.7% of the votes in the runoff election on June 15, 2014. Götz Ulrich (CDU) won the election with 61.3% of the vote. In the mayor election in Naumburg, Norbert Noble was a common candidate. This was supported by an alliance of the Left, SPD, Greens and FDP and received 14.8 percent of the vote.

Abolition of road development contributions in Saxony-Anhalt

An initiative of the SPD parliamentary group in the state parliament of Saxony-Anhalt in summer 2018 goes back to heirs, according to which the road development contributions in the state's municipal tax law are to be canceled without replacement. After initially only the opposition factions advocated abolition, in November 2018 the green parliamentary group involved in the government also gave in and also called for the abolition of the road construction subsidies.

Dictatorships Comparison

A seminar by the State Office for Political Education on a comparison of the Nazi and SED dictatorships led by Interior Secretary Erben to a controversial discussion. Erben feared that a comparison of the two dictatorships would lead to an equation and thereupon forbade employees of the Memorial Foundation and the Office for the Protection of the Constitution from participating in the seminar. After a wave of criticism, the Interior Secretary rowed back and allowed staff to participate. In addition, he finally took part in the seminar himself as a speaker.

Dispute over renewed police structural reform

Since the beginning of the CDU / SPD coalition in Saxony-Anhalt in 2011, there have been repeated disputes between the new Interior Minister Holger Stahlknecht (CDU) and the domestic policy spokesman for the SPD parliamentary group Rüdiger Erben (former Interior Secretary). During his tenure, Stahlknecht favors another structural reform of the police force, although his SPD predecessor Holger Hövelmann had only implemented such a reform in 2007/2008. Since the end of 2013, the conflict between Stahlknecht and heirs has resulted in the SPD opposing reform or changes in the law and breaking off talks with Stahlknecht. Stahlknecht therefore used his options as Minister of the Interior and decided by ordinance that all 69 police stations and most of the police stations should be closed.

Erben has been Chairman of the Advisory Board of Mitteldeutsche Basketball-Marketing GmbH ( Central German Basketball Club ) since 2004 .
