Rex is a Welsh Corgi Pembroke , who was given as a puppy by her husband Philip to the British Queen Elizabeth II . Rex is the Queen's No. 1 dog, which he imagines a lot. After wreaking havoc at Buckingham Palace on a state visit and biting US President Donald Trump , he believes he has fallen out of favor with the Queen. Charlie takes advantage of this, believing that he deserves the position as the No. 1 dog himself. He persuades Rex to sneak out of the palace to leave England. Outside he pushes Rex off a bridge into a river and fakes his death in the palace garden.
Rescued from the river, Rex ends up in a shelter where he falls in love with the dog Wanda, making the pit bull Tyson, who suppresses all dogs in the shelter, jealous. Rex manages to end Tyson's tyranny, and with the help of his new friends from the shelter, he returns to Buckingham Palace. When he gets there, Charlie is about to be awarded a gold collar as the new No. 1 dog. After a fight against Charlie, in which fire breaks out in the palace, which the dogs can put out, the Queen discovers Rex and his friends who are now allowed to stay in the palace.
Rex renounces the award as No. 1 dog, so that Charlie is awarded, who is then married to the Corgi bitch of the Trumps and has to leave the palace.
