Tankred Schipanski (born December 30, 1976 in Leipzig ) is a German politician ( CDU ). Since the Bundestag election in 2009 he has been a directly elected member of the Bundestag constituency 192 (Gotha - Ilm district).

Life

After graduating from the Goetheschule in Ilmenau in 1995 , Schipanski did his basic military service with the 391 Panzer Grenadier Battalion in Bad Salzungen . He then completed a law degree at the University of Bayreuth and the University of Vienna , which he completed in 2002 with the first state examination in law. He had already completed an additional degree as a business lawyer at the University of Bayreuth a year earlier. He did his legal clerkship from 2003 to 2005 in Mainz and graduated with the second state examination in law. In 2004 he completed a supplementary course at the German University of Administrative Sciences Speyer .

From 2005 to 2009 Schipanski was a research assistant at the Institute for Law at the TU Ilmenau in the department of public law. He worked particularly in the field of media law at Frank Fechner's chair and was admitted to the bar in 2006.

Since 2005, Schipanski has been active in various honorary positions, initially with Rotaract and later Rotary . When VfB 91 Suhl he was 2010-2015 president. Political career

As a student, Schipanski joined the Junge Union in 1994 and became a member of the CDU in 1997. He was chairman of the Junge Union in the Ilm district several times , most recently from 2006 to May 2010. He was also deputy district chairman of the CDU Ilm district from 2005 to 2012 and has been its district chairman since October 2012.

In 2009, Schipanski won 29.1% of the first votes in the federal election and won the direct mandate in the Gotha - Ilm district , replacing Petra Hess ( SPD ). In the 17th legislative period of the German Bundestag, he was a full member of the Committee on Education, Research and Technology Assessment and the New Media subcommittee as well as a deputy member of the Committee on European Union Affairs , the Legal Committee and the Internet and Digital Society Study Commission . In 2013 Schipanski defended the direct mandate in the federal election with 37.3% of the first votes. In the 18th legislative period of the German Bundestag he was still a full member of the Committee for Education, Research and Technology Assessment and of the newly established Digital Agenda Committee , where he is chairman of the CDU / CSU parliamentary group . In the election to the 19th Bundestag on September 24, 2017, Schipanski won the direct mandate for the third time with 29% of the votes. He was also elected chairman of the Digital Agenda working group of the CDU / CSU parliamentary group in April 2018 with 96% of the votes and has been its digital policy spokesman ever since.

Digital politics and allegations of restriction of freedom of expression

Tankred Schipanski has been dealing with digital politics since his election to the Bundestag. He is a supporter of the abolition of WLAN interference liability and the Network Enforcement Act and appeared as a critic of the so-called upload filters in the course of the 2019 EU copyright reform . Together with other cnetz members, Schipanski drafted the lead proposal “Digital Charter Innovation Platform: D”, which was accepted by the CDU federal party conference in 2019. The Handelsblatt rated this as a weakening of data protection.

In May 2019, Schipanski stood behind controversial statements by CDU chairwoman Annegret Kramp-Karrenbauer , who had initiated a discussion about political "opinion making " on the Internet and demanded rules for influencers before elections. In social networks, Kramp-Karrenbauer was accused of having suggested that expressions of opinion on the Internet be regulated before elections. Schipanski claimed that this was a deliberate misinterpretation.

Education and research policy

In addition, one of Schipanski's political themes is educational federalism. He helped draft the “ Freedom of Science Act” passed in 2012 and, in 2014, was committed to lifting the so-called prohibition of cooperation between the federal government and the federal states in university funding and, in 2017, to introducing the science barrier in copyright law. In 2019, he supported the federal government's amendment to the Basic Law to promote the digital infrastructure in schools, which was passed under the heading “ Digital Pact Schools ”.

Right to adopt homosexuals

Schipanski commented on the judgment of the Federal Constitutional Court on the right of adoption for homosexuals with the words “No great hour of the BVerfG today.
