Arme Püppi is a television film from the crime series Tatort by ARD and ORF . The film was produced by Norddeutscher Rundfunk under the direction of Helmut Förnbacher and was first broadcast on May 10, 1998. It is the 386th crime scene episode. For the chief detective Paul Stoever (Manfred Krug) it is the 33rd case. For his colleague Peter Brockmöller (Charles Brauer) it is the 30th case in which he is investigating.

The baby of the asylum seeker family Moelders is kidnapped from a Hamburg clinic. However, the perpetrators do not know that the child has a heart condition and that their life is in danger without medical care. A short time later, the baby's body is found in the Elbe. The inspectors Stoever and Brockmöller happened to be the first at the site and immediately began their investigations. Initial interviews with the Moelders family and the clinic staff do not provide any concrete evidence of the kidnappers. The motive is also unclear because the parents are welfare recipients and have no assets whatsoever. In a press conference, the chief public prosecutor informed the investigators that over a dozen children under the age of four have recently disappeared in northern Germany and that organized crime must therefore be assumed. Accordingly, a Soko "child robbery" is set up under the direction of the Chief Criminal Police Officer. The police assume that the children will be taken abroad for illegal adoptions.
A Ludger Hansen reports to the Moelders who pretends to work for the organization "Minar". He gives them money so they can finance their daughter's funeral. Stoever is just joining the company and has Brockmöller review this organization.
Unexpectedly, a nanny reports to the police that one of the children recognized one of the children after photos were published in the newspapers. Stoever then visits the Böhlefeld family to interview them. Mrs. Böhlefeld states that the child would have been entrusted to them. Your Christine was a foundling and soon they were planning to officially adopt the girl. Somebody would have put the child at their front door. The husband finally admits that he was contacted by letter from an organization. A week later he was sent a catalog with pictures of children with the information that these were all orphans. Then they picked Christina and paid the organization $ 50,000 for it. Stoever then suspects that the children are kidnapped on request.
In addition to the police, 13-year-old Anatolji Moelders is also trying to find out on his own who could have kidnapped his little sister. He witnesses how the kidnapper couple secretly spies out new victims and can follow their car. They are already holding several children prisoner in a hiding place, some of whom are being sedated with medication. He wants to inform the police, but meets Hartwig in front of the building, who had pretended to be Ludger Hansen with his parents and who is now taking control of the boy and chaining him in the warehouse.
Stoever manages to find out which child should be kidnapped next. The playground, on which the child plays every day, is monitored by the police. As expected, the kidnappers arrive there and the police access it at a favorable moment. The man is shot and the woman arrested. Meanwhile, Brockmöller is on the way to the organization "Minar" to talk to Ludger Hansen again. There he found out that during the last visit the employee Hartwig had pretended to be Hansen and was thus able to obtain data on people willing to adopt. He realizes that the police are on his heels and flees.
The arrested kidnapper confesses after being questioned for a long time. She reveals the hiding place of the children and the other gang members. This is how the rest of the child traffickers and the fake Ludger Hansen are arrested. All kidnapped small children can be freed and Stoever is surprised and pleased to find Anatolji Moelders unharmed.
