The 1998/99 season was the third regular season of the Western Professional Hockey League . The 17 regular WPHL teams played 69 games each in the regular season , while the two Russian visiting teams HK Traktor Chelyabinsk and Kristall Elektrostal played eight and nine games respectively. The team with the highest points in the regular season were the Shreveport Mudbugs , who won the President's Cup for the first time in the play-offs .
