Werner Graf von der Schulenburg-Wolfsburg was the son of Count Gebhard von der Schulenburg-Wolfsburg and his wife Anna Christine Wilhelmine von Münchhausen (1769-1832). He studied law at the University of Göttingen from 1809 and became a member of the Corps Hannovera Göttingen in the winter semester of 1811/1812 . This corps affiliation violated the then existing cantonment requirement in the Göttingen Seniors' Convent , according to which, as a Braunschweig country child at the University of Göttingen, he should have become a member of the Corps Hassia at the time, since the Braunschweiger supported the Hessians. The then prorector of the University of Göttingen reported this fact in 1812, as is customary with higher class students, and indicated that the old enmity between the corps members of the Hanoverians and the Hessians was "particularly fueled" by this.

In 1813 and again in 1815 he volunteered on the Prussian side in the Wars of Liberation .

After his first activity in the administration of the Kingdom of Westphalia and after its end in Prussian service, he entered the administrative service of the Kingdom of Hanover in 1817 and was appointed as a councilor in the Rentkammer . In the course of the reorganization of the Hanoverian rent chamber and its conversion into a domain chamber in 1823, he resigned from the administrative service and from then on devoted himself to the management of his estates.

Werner Graf von der Schulenburg-Wolfsburg later became entrant in Wolfsburg . He was on the one hand Royal Hanoverian Privy Councilor, but also a member of the Brunswick State Council. The location of his estates meant that he was also a member of the Brandenburg provincial parliament and the 1st Prussian Chamber .

As the owner of the Wolfsburg manor , he had the Rothenfelde colony built in 1813–35 , and he was buried in the cemetery. His tomb has been preserved to this day. At Schloss Wolfsburg he left in 1840 the dilapidated West Wing re-establish where the arms are seen by him and his wife today. In 1846 he acquired the Nordsteimke manor from Lieutenant Colonel von Henniges , which he later left to his son Gebhard and which is still owned by the family today.
