Volodymyr Stanislawowytsch Ohrysko (born April 1, 1956 in Kiev ) is a Ukrainian diplomat and politician and was Foreign Minister of Ukraine from December 18, 2007 to March 3, 2009.

Life

Volodymyr Ohrysko graduated in 1978 from the Kyiv Taras Shevchenko University in the subjects of international relations and translation (German). In addition to his graduation, he achieved the degree of Doctor of Historical Sciences. In the same year he began his diplomatic career in the Ministry of Foreign Affairs of the Ukrainian SSR , where he worked as a press attaché. From 1981 to 1983 he did his military service. In the Foreign Ministry of the newly independent Ukraine, he rose to the rank of council in the Department of Political Analysis and Coordination. 1992 to 1993 and 1994 to 1996 he worked in the diplomatic mission of his country in Germany and 1993 to 1994 in Austria. From 1996 to 1999 he headed the Foreign Policy Department at the Ukrainian Presidential Office. After that he was Ukraine's ambassador in Vienna until 2004. From 2004 to 2005 he worked in the Euro-Atlantic Cooperation Department of the Ukrainian Foreign Ministry and in 2005 became Deputy Foreign Minister Borys Tarasjuk . After this several times in the Verkhovna Rada did not receive the required majority for confirmation in office, he announced his resignation on January 30, 2007. On the same day, Ohrysko was provisionally appointed Foreign Minister by President Viktor Yushchenko , who according to the constitution has the right to propose to the Rada for the appointment of the foreign minister. On February 22, 2007, Ohrysko failed to vote in parliament on his appointment as foreign minister. He received 196 of 450 votes. In another vote on March 20, he fell through again with 195 votes. On March 21, 2007, Arseniy Yatsenyuk was elected Foreign Minister on the proposal of President Yushchenko. Ohrysko remained the first deputy to the foreign minister. Yatsenyuk moved to the post of parliamentary president after the parliamentary elections in 2007 . On December 11, 2007, President Yushchenko proposed Volodymyr Ohrysko to parliament as foreign minister of the second Tymoshenko government . Immediately after Yulia Tymoshenko was elected Prime Minister on December 18, 2007, the cabinet proposed by her and Yushchenko was confirmed by the Ukrainian parliament. Ohrysko was elected full Foreign Minister of Ukraine for the first time. In connection with the domestic political disputes between Tymoshenko and Yushchenko, as well as the dispute between Ukraine and Romania over the common maritime border in the Black Sea , the Verkhovna Rada decided on March 3, 2009 to recall Ohrysko as foreign minister. MEPs from the opposition and part of the Blok Juliji Tymoshenko faction voted against Ohrysko . Ohrysko was charged with the de facto defeat of Ukraine before the International Court of Justice . The dispute over the maritime border was about the rights to exploit suspected raw material deposits in the Black Sea.

Ohrysko is married and has a son and two daughters. In addition to Ukrainian and Russian, he also speaks German and English .
