The second division in 1995/96 was the 79th season of the second highest Belgian division in men's football . It began on August 15, 1995 and ended on May 12, 1996.

The 18 clubs played against each other twice on a total of 34 match days, divided into a first and a second half.

The 34 game days were divided into three stages: (1 to 10, 11 to 22 and 23 to 34). The table first and second went straight up. The third promoted team was determined in a play-off round with four teams. The third place in the table and the respective winners of the three stages took part. If the master, runner-up, third place or another club had won more than one stage, the general ranking was taken.

The teams in the last two ranks were relegated to the third division . The third from last had to go into relegation.
