The Division 1B 2019/20 was the 103rd time the second highest Belgian league for Men's Football and the fourth season as a professional Division 1B after restructuring of the leagues system for season 2016/17. The league's official name is Proximus League , named after the main sponsor Proximus .
Decision regarding the promoter 2018/19
On June 1, 2019, the Appeals Committee of the Belgian Football Union decided to punish Mechelen for the manipulation of the game KV Mechelen against Waasland-Beveren on March 11, 2018 in the 2017/18 season in the first division by withdrawing promotion to the first division . Mechelen was to remain in Division 1B in the 2019/20 season and received six points in each tranche. Instead of Mechelen, the loser of the promotion games, KFCO Beerschot Wilrijk , should move up to the first division.
On June 6, 2019, the club appealed against this decision to the Belgian Court of Arbitration for Sport. On July 10, 2019, the arbitral tribunal ruled that withdrawing the ascent was not one of the possible sanctions. This means that KV Mechelen will play in the first division in the 2019/20 season and Beerschot Wilrijk will remain in the second.
mode
The season is played in two “ tranches ” of 14 match days each. The eight clubs play against each other twice in a round-trip round per tranche. The first tranche began on August 2, 2019 and ends on November 9, 2019. The second will run from November 16, 2019 to February 28, 2020.
The winners of the two tranches determine the champion in two games , who then rose to division 1A. If a team wins both tranches, it will advance with no playoffs.
By resolution of June 7, 2019 by the general assembly of the Pro League clubs (all clubs in the first and second division), the further mode was changed from this season.
Contrary to the previous regulation, the clubs in places 1 to 6 of the overall table (formed from the games of both tranches) of division 1B (including the promoted player) will then play together with the clubs in positions 7 to 16 of the first division (i.e. including the Relegated from the First Division) in four groups of four clubs each in a double round against each other. The winners of the four groups determine the participants in the play-off 2 final in two semi-finals. The semi-finals and finals are played with a home and away leg.
The winner of this Play-off 2 final continues unchanged in another play-off against the fourth or fifth place in Play-off 1 for the last international starting place. In the event of corresponding sporting success and a corresponding license, a team from Division 1B can thus enter the Europa League.
The teams in positions 7 and 8 of the overall table play against each other in five games against relegation to Division 1 amateurs. The team in seventh place first has home rights and a lead of three points. Then home rights are changed game by game. Games that end in a draw will not be extended or otherwise decided.
The team that has fewer points after five games or can no longer reach the leading team is relegated.
Effects of the corona pandemic
After the increased incidence of COVID-19 diseases in Belgium from March 5, 2020 , the government issued the first restrictions after a meeting of the National Security Council on March 10, 2020. At this point the main round of Division 1B had already been completed and the first promotion game had also taken place. The second promotion game, which should take place on March 14, 2020, as well as the play-off 2 together with clubs from Division 1A and the relegation games were open.
After these restrictions, outdoor events were still allowed without restrictions. Pro League therefore saw no need for restrictions for the second promotion game. If the stadiums are not sold out, the spectators should be asked to distribute themselves evenly over the blocks. If possible, mobile food and beverage stalls should also be set up to reduce the queues in front of them.
The press conference planned for March 16, 2020 to present the play-off schedule has also been canceled. The game plan should simply be published on the Internet.
Due to further developments, Pro League decided on the morning of March 12, 2020, after consulting with experts, to hold the game behind closed doors. On the afternoon of the same day, the National Security Council banned all sporting events until April 3, 2020.
On March 19, 2020, after consulting the regional associations for amateur sports and Pro League, the Belgian Football Association decided that no professional games would take place in Belgium up to and including April 30, 2020. Joint training of the players is prohibited until April 5, 2020 by decision of the government's national security council.
On April 2, the Pro League Board of Directors recommended that the season be canceled. The final decision should be made by the assembly of all clubs on April 15th. This meeting has meanwhile been postponed several times to May 15, 2020. The play-off 2 of division 1A would then not take place. The question of promotion from Division 1B (one of two promotion games has already taken place) has not yet been dealt with.
At its meeting on May 6, 2020, the National Security Council banned all sporting events (including those without spectators) until July 31, 2020. At the meeting of the clubs on May 15, 2020, only the sporting consequences of this decision regarding promotion from Division 1B had to be decided.
The relegation games had meanwhile been done due to the bankruptcy of Sporting Lokeren . Since Division 1A was canceled, Play-off 2 is also canceled.
With regard to the open promotion game, it was decided that K Beerschot VA and Oud-Heverlee Löwen should find a venue and date before May 31, 2020, which is before August 7, 2020 (start of the 2020/21 season in Division 1A) got to. If no game date is found by May 31, 2020 or the game does not take place by August 7, 2020, the KVC Westerlo should rise first in the overall table. After the mayor of Leuven initially announced that after the general ban on sporting events had expired on July 31, 2020, he would ban a possible ghost game in Leuven due to endangering public safety, he agreed on May 25, 2020 that a ghost game would be held on May 1, 2020. or August 2, 2020.
August 2, 2020 was set as the game date for the promotion game - one week before the planned start of the new season in Division 1A.

Repetition of the game Virton – Beerschot (second installment)
On February 21, 2020 the Appeals Committee of the Belgian Football Association decided to cancel the game Royal Excelsior Virton – K Beerschot VA at the request of Beerschot. The winning goal came in 75 minutes from a free kick that was shot before the referee released the ball. Still, he had given the gate. The game should be rescheduled on March 2, 2020 after the last matchday. Virton and, as a third party involved, also the KFC Westerlo have lodged a complaint against this decision with the Belgian Court of Arbitration for Sport.
On February 26, 2020, it declared that it was not responsible as long as all legal recourse before the Belgian Football Association had not been exhausted. A voluntary arbitration procedure was again not possible due to the lack of consent from the football association. The civil court of the province of Luxembourg , to which Virton and Westerlo referred, issued an injunction on February 28, 2020, stating that the game may only be repeated once all opportunities to appeal to the football association and then to the arbitration tribunal have been exhausted.
The results of the games of the last game day on the evening of February 28, 2020 led to a table status that any possible outcome of a possible replay has no influence on promotion or relegation. On April 4, 2020, the Appeals Committee of the Football Association determined that Virton's objection to the repetition was unfounded. All deadlines for appeal to the football association have expired, so the game would have to be repeated in principle. However, gaming operations were suspended at this point due to the COVID-19 pandemic .
A complaint by Virton against the replay of the game before the Belgian Court of Arbitration for Sport was dismissed on June 6, 2020. After new resolutions of the National Security Council no longer banned the game without spectators in July, the game was rescheduled for July 26, 2020.
