50Hertz Transmission is a German transmission system operator with headquarters in Berlin . The company operates the high-voltage - power grid (220  kV and 380 kV) in East Germany, including Berlin, as well as in space Hamburg with a circuit length km of around 10,500. As of the end of 2019, the company claims to have 1,120 employees.

Emergence

The company was as a transmission system operator in June 2002 from the VEAG AG spun off under the name Vattenfall Europe Transmission GmbH from the vertically integrated energy company Vattenfall is the first subsidiary of AG Vattenfall Europe adopted. After German reunification, the East German transmission network, which previously consisted of the VEK Verbundnetze Energie (or VEB Verbundnetz ) and the state main load distribution of the GDR , was absorbed into VEAG .

In 2006, Vattenfall Europe Transmission gradually added the transmission networks of the former HEW in Hamburg and BEWAG in West Berlin.

Renaming and ownership unbundling

Against the background of legal requirements for unbundling (→ EnWG amendment from 2005) and in the run-up to the third EU energy package , the parent company Vattenfall Europe announced in 2008 that it wanted to separate from its transmission network.

On January 5, 2010, Vattenfall Europe Transmission was renamed 50Hertz Transmission GmbH . The 50Hertz brand refers to the frequency of 50  Hertz that is common in European AC power networks . At the beginning of 2010 50Hertz had around 600 employees.

In March 2010, Vattenfall Europe announced that it would sell 50Hertz to the Belgian network operator Elia System Operator and the Australian infrastructure fund Industry Funds Management (IFM Global Infrastructure Fund). The sale was legally closed on May 19, 2010 at a price of 465 or 486 million euros. Since then, 50Hertz has been a subsidiary of Eurogrid GmbH based in Berlin. Eurogrid is, in turn, fully owned by Eurogrid International CVBA / SCRL , a corporation based in Brussels.

Shareholders in Eurogrid International, and thus indirectly in 50Hertz, have been Elia with 60 percent and IFM with 40 percent since 2010. Elia exercises operational control over 50Hertz.

Change in ownership structure

In December 2017 it was announced that IFM could sell half of its 40 percent stake in the 50Hertz holding company Eurogrid to the State Grid Corporation of China (SGCC). IFM announced its intention to sell on February 2, 2018. As the majority owner, Elia then announced on March 23, 2018 that it would exercise the existing right of first refusal and increase its stake from 60 to 80 percent. The agreed purchase price for this stake is 976.5 million euros. After the transaction is completed, Elia will be fully entitled to consolidate for 50Hertz . On April 26, 2018, 50Hertz announced that the transaction had been concluded with the so-called closing.

In the spring of 2018 Elia announced that IFM also wanted to sell the remaining 20 percent stake in 50Hertz. Elia also exercised his right of first refusal for this share, but sold it on to the KfW development bank at the same price .

Legal mandate and certification

As a transmission system operator, 50Hertz is a service company with a statutory mandate. This arises from the "Tasks of the network operators" formulated in Section 11 ff. Of the Energy Industry Act (EnWG). The focus is on the non-discriminatory operation of a safe, reliable and powerful energy supply network as well as its optimization and expansion.

As a transmission system operator, 50Hertz is subject to competition policy regulation by the Federal Network Agency . In 2012 it granted the company certification as an ownership unbundled transport network operator in accordance with Section 8 EnWG .

As the transmission system operator responsible for the control area, the company ensures the balance and reliability of the overall electrical system , non-discriminatory network access and thus the prerequisites for free electricity trading . A particular challenge for 50Hertz is the high proportion of regulation-intensive wind energy in eastern Germany, which is around 50 percent of the installed capacity .

Network area and facilities

The transmission lines operated by 50Hertz are located in the new federal states , in Berlin and in Hamburg. The main control center ( English Transmission Control Center, TCC ) of the company is located in Neuenhagen . In addition, 50Hertz has a number of substations and switchgear , which the company organizes through regional centers in Güstrow , Neuenhagen near Berlin, Lübbenau , Chemnitz-Röhrsdorf , Delitz am Berge and Wolmirstedt .

Customers are the connected distribution network and power plant operators as well as transit and balancing group customers . According to its own information, the company indirectly supplies more than 18 million people with electricity.

Via the wholly owned subsidiary 50Hertz Offshore , the company complies with the legal obligations for the grid connection of offshore wind farms (OWP) in the Baltic Sea.

Integration into the European network

There are transfer points to TenneT within Germany . As part of the European network, there are also transfer points to the neighboring transmission system operators in the UCTE network in Denmark ( Energinet.dk ), Poland ( PSE ) and the Czech Republic ( ČEPS ). The company connects the UCTE lines with the Scandinavian network system NORDEL via the network connection to Denmark .

50Hertz Transmission is one of the four German member companies in the ENTSO-E .

Network expansion

50Hertz is responsible for several grid expansion projects in accordance with the Energy Line Expansion Act and the Federal Requirements Plan Act.

Together with TenneT , the high-voltage direct current transmission line (HVDC) SuedOstLink is being planned from Wolmirstedt (Saxony-Anhalt) to the Isar power station near Landshut (Bavaria). The completion of this HVDC line is planned (as of 2018) in 2025 Template: future / in 5 years.

From 2020 to 2024 50Hertz wants to invest 4.2 billion euros in its infrastructure. Compared to the period from 2015 to 2019, when 3.1 billion euros were invested, this is an increase of 1.1 billion euros.
