The mayor Neunkirchen was one of the eight Prussian mayors in 1816 formed district Uckerath in Region of Cologne . In 1820 the mayor's office in Neunkirchen became part of the Siegburg district (renamed the Siegkreis in 1825) and in 1822 it became part of the then newly formed Rhine Province . The administrative district of the mayor's office Neunkirchen comprised the two communities Neunkirchen and Seelscheid . In 1927 the mayor's office in Neunkirchen was renamed to Amt Neunkirchen .

The administrative area of ​​the mayor's office in Neunkirchen was part of the Blankenberg office in the Duchy of Berg until the beginning of the 19th century , which opened up in 1806 in connection with the formation of the Rhine Confederation in the Grand Duchy of Berg . With the introduction of the municipal constitution by the "Provincial and Municipal Administrative Regulations for the Grand Duchy of Berg" on December 18, 1808, the Mairie Neunkirchen was formed by Napoléon Bonaparte . The Mairie belonged to the canton of Hennef , Arrondissement Mülheim am Rhein in the department of the Rhine .

After the First World War , the mayor's office was occupied by Allied soldiers. These remained until January 29, 1926.

As a result of the resolutions at the Congress of Vienna in 1815, most of the Rhineland was assigned to the Kingdom of Prussia . Under the Prussian administration, administrative districts , districts and mayor's offices as well as associated communities were formed in 1816 . The mayor Neunkirchen first belonged to the circle Uckerath in the administrative district of Cologne . In 1820 the Uckerath district was dissolved and added to the Siegburg district (from 1825 Siegkreis). The administrative area of ​​the mayor's office initially belonged to the province of Jülich-Kleve-Berg , which in 1822 was combined with the province of the Grand Duchy of Lower Rhine to form the Rhine province .

According to the “Topographical-Statistical Description of the Royal Prussian Rhine Province” from 1830, the mayor's office of Neunkirchen included two villages, 26  hamlets , 53 individual courtyards , 13 mills and four churches and chapels. There were also seven public buildings, 818 private houses and 688 barns and stables .

In 1816 there were a total of 4,175 inhabitants in the towns belonging to the mayor's office, in 1825 there were 4,433 inhabitants, in 1828 there were 4,520. The inhabitants, 2,260 male and female, belonged to three religions: 3,404 inhabitants belonged to the Catholic, 1,108 to the Protestant and eight to the Jewish faith.

Infrastructure 1910

In addition to the mayor Johann Larsonneur and three councilors, there was a municipal rentmaster and a mayor's secretary and two municipal leaders each in 1910. A police officer and a gendarmerie sergeant kept order.

There was also a doctor and four midwives in the mayor's office.

In addition to a higher boys' school connected to Konvikt (Sexta to Oberterzia) , Neunkirchen had seven elementary schools with 13 teachers.

In 1910 there was a telephone connection in Neunkirchen: Telephone 42 Amt Hennef . The mayor, the director of the secondary school and the butcher Honnef shared this connection .
