Bernd Rohwer (born October 21, 1951 in Neumünster ) is a German economist and politician ( SPD ). From 2000 to 2005 he was Minister of Economics for the State of Schleswig-Holstein .

Life and work

Bernd Rohwer is a son of the composer Jens Rohwer . After graduating from the Johanneum in Lübeck in 1970 and doing military service in Hamburg and Pinneberg , Rohwer completed a degree in economics at the University of Freiburg im Breisgau in 1972 , which he completed in 1976 with a degree in economics. He then worked as a research assistant at the Institute for Public Finance at the University of Freiburg.

In 1978 he received a research grant from the Evangelisches Studienwerk Villigst , which enabled him to do a year-long research stay at the University of California, Berkeley in the USA . In 1981, Bernd Rohwer received his doctorate as Dr. rer. pole. with a thesis on the subject of employment policy with persistently low economic growth .

From 1984 to 1986, Bernd Rohwer received a research grant from the German Research Foundation (DFG) and completed his habilitation in 1987 at the University of Freiburg with a thesis on the subject of business activity and growth . Since 1987 he has been a private lecturer at the University of Freiburg, where he covered the areas of finance, financial policy and economic policy. From 1991 to 1993 Bernd Rohwer held a teaching position at the University of Kiel . In 1999 Bernd Rohwer was appointed adjunct professor at the University of Freiburg im Breisgau, and in 2002 adjunct professor at Kiel University.

From 1987 and 1988 Bernd Rohwer headed the Economic Policy and Editing Department at Westdeutsche Landesbank (WestLB) in Düsseldorf , until Björn Engholm appointed him to the Schleswig-Holstein State Chancellery as head of the planning team and think tank . In 1993 Rohwer then took over the management of the departmental coordination and planning department and was also deputy head of the state chancellery.

After his work as State Secretary (1998–2000) as well as Minister of Economics and Transport in the Schleswig-Holstein state government (see Public Offices), Bernd Rohwer was Managing Director of the Lübeck Chamber of Commerce and Industry since October 2006 and, since January 2007, of the Schleswig-Holstein Chamber of Commerce . He made these tasks available in 2010. Since then he has been a member of the board of directors of the HanseBelt corporate initiative and has held an extraordinary professorship at Kiel University.

Bernd Rohwer is married and has two children.

Public offices

In 1998 he was appointed State Secretary in the Ministry of Economics, Technology and Transport to the state government led by Prime Minister Heide Simonis . After the state elections in 2000, he was appointed Minister for Economics, Technology and Transport for Schleswig-Holstein. After a cabinet reform, Rohwer headed the Schleswig-Holstein Ministry of Economics, Labor and Transport from March 1, 2003.

After the state elections in 2005, Bernd Rohwer decided not to be available for a ministerial position in the Schleswig-Holstein state government. Rohwer justified his resignation with his personal life plans, but was also an open supporter of a grand coalition instead of a red-green minority government tolerated by the SSW . After the failed re-election of Heide Simonis , he had remained in office as the managing minister since March 17, 2005. After the subsequent formation of a grand coalition and the election of Peter Harry Carstensen ( CDU ) as prime minister, he left the state government on April 27, 2005.
