Björn Steiger Foundation: Initiatives for accident rescue

The Björn Steiger Foundation is a foundation under civil law with the aim of improving emergency aid and rescue services in Germany. It is named after Björn Steiger, who died in 1969 after a traffic accident due to a lack of prompt and professional help. The Björn Steiger Foundation is still centrally responsible for a modern rescue service in Germany. Uniform emergency numbers, emergency telephones at the roadside, air rescue, baby ambulance, cell phone tracking by rescue control centers and lay defibrillators against cardiac death are among the projects initiated by the foundation.

prehistory

Björn Steiger was born on May 10, 1960 in Winnenden . On May 3, 1969, a week before his ninth birthday, he was hit by a car on the way home from the swimming pool. Although the police and rescue workers were repeatedly alerted, it took almost an hour for the ambulance to arrive at the scene of the accident. Björn Steiger died of shock while being transported to the hospital.

In view of this drastic experience, the parents, Ute (born August 2, 1933 in Rodewisch) and Siegfried Steiger (born December 15, 1929 in Schönberg, today Bad Brambach), realized that the rescue service in Germany was underdeveloped or even non-existent. That is why Ute and Siegfried Steiger have made it their life's work to establish a nationwide functioning rescue system. The Björn Steiger Foundation still pursues this goal today.

At the end of the 1960s there were neither control centers manned around the clock nor coordination of aid organizations in the whole of Germany. Close-meshed emergency telephones , good cooperation between the fire brigade, hospitals and rescue stations and the introduction of a simple, free number throughout Germany were the most important goals. They founded the “Björn Steiger Foundation e. V. “- first as an association that was later converted into a foundation - were looking for partners in politics, banks and business. They received support a. by Hilda Heinemann , the wife of the then newly elected Federal President. In order to financially implement the goals of the foundation, the Steiger couple not only relied on donations and sponsors, but even pledged their own house three times to finance helicopters and rescue vehicles, etc. The first results were the introduction of the BOS radio system in the rescue service, the development of the first modern ambulance, the first 24-hour ambulance, the installation of emergency telephones on German roads and the beginning of civil air rescue. The introduction of the national emergency number 110/112 and the associated control center structure in 1973 are among the foundation's greatest achievements. Ute and Siegfried Steiger regard the establishment of their foundation as their life's work. They are happy that their youngest son, Pierre-Enric Steiger, is also fully dedicated to the foundation.

According to the Frankfurter Allgemeine Zeitung, the foundation is responsible for a very substantial part of modern German emergency aid.

Improving emergency assistance in general

The foundation pushed the improvement of communication in the rescue service: numerous emergency telephones could be set up on German federal , country and district roads , as well as the now self-evident BOS radio in the rescue service and the national emergency numbers 110 and 112 were introduced. It took many years until the rescue service had reached its current level. New laws have also been passed, which are supposed to guarantee, for example, that a maximum of 15 minutes pass to get to a scene.

In June 2011 the foundation announced that in all federal states except Baden-Württemberg the pillars on federal, country and district roads would be dismantled by the end of the year. The emergency telephones can no longer be financed. The use of mobile phones that is taken for granted today and the ability to locate them also contribute to the fact that emergency telephones are used less and less at the roadside. According to its own information, the foundation operated more than 7,600 emergency telephones on over 35,000 kilometers of roads across Germany at peak times. Today there are still just under 1200 emergency telephones in Baden-Württemberg.

The LifeService 112 initiative optimized emergency care by 2009 through faster cell phone location in an emergency. Until 2011, all emergency call centers in Germany used the system developed by the foundation and operated until 2009 to locate those calling the emergency. Due to a change in the law in the Telecommunications Act, this is no longer possible with a central solution. Cell phone tracking was offered by the "Björn Steiger Stiftung Service GmbH" . This has since been taken over by Allianz SE in 2009 as part of an additional tax claim .

Improvement of air and land rescue

On the initiative of the Foundation was established in the field of air rescue the German air rescue service e. V. (DRF). which then took the lead in establishing air rescue in the Federal Republic as an initiative of the Björn Steiger Foundation. On August 1, 1990, air rescue was also set up in the GDR as a project of the Björn Steiger Foundation. In addition, the emergency doctor vehicle (NEF) and later the baby ambulance were developed, both of which are now widely used.

With the increasing density of traffic in the 1960s, there was a need to quickly get trapped accident victims out of the vehicle despite the high volume of traffic in order to provide them with medical help. The common equipment and rescue vehicles of the time, however, were too big and cumbersome to be able to get ahead quickly in traffic jams . In addition, they did not have any hydraulic rescue equipment on board. In 1974 the foundation and the Stuttgart fire brigade developed the concept of an express recovery vehicle using the first emerging cutting and spreading devices from the Hurst company and built it on a Range Rover chassis. The vehicle entered service on May 15, 1974. The advance deployment vehicles were derived from this prototype , first the advance equipment wagons and later the advance equipment wagons with permanently installed hydraulic units.

Fight against cardiac death (since 2001) and heart safe (since 2013)

The foundation is still very active today and calls for further improvements to emergency aid in general. The fight against cardiac death campaign aims to reduce the number of 100,000 cardiac deaths in Germany every year. By installing so-called lay defibrillators across the board, which even inexperienced first aiders can instruct, significantly fewer people would become victims of cardiac death. In addition, the foundation is calling for more public training courses to break down inhibitions when it comes to first aid, and it also conducts this itself. Since 2013, the Björn Steiger Foundation has been equipping cities and districts with lay defibrillators as part of the follow-up project Heart Safe and training the population in first aid.

Baby ambulance (since 1974)

In the course of the very high infant mortality rate in Germany for a western industrial nation in the mid-1970s, the Björn Steiger Foundation initiated the development of so-called baby ambulances. First aid measures for premature babies and other infants can be carried out here and safe transport to special hospitals can be made possible. The baby ambulances are now in their 5th generation.

Rescue goes to school (since 2007)

Since the first few minutes can be decisive after emergencies, the Björn Steiger Foundation would like to train and sensitize pupils here as well. The foundation trains pupils from the seventh grade onwards in secondary schools in first aid. What began as an initiative of the foundation is to be included in the curriculum according to the school committee of the conference of ministers of education. His recommendation is that resuscitation courses should be given nationwide at all German schools from the seventh grade onwards.

Sani Sanelli (since 2005)

Sani Sanelli is a project that the Björn Steiger Foundation started nationwide. As part of this project, elementary school pupils will learn how to behave in an emergency and how to correctly make an emergency call in a playful way. The learning materials include dummy mobile phones, special children's books, for example: Learning through adventures with Sani Sanelli for emergencies , a song by the Bläck Fööss group (Bläck Fööss - 112 Help rushes over) and the red plush toy Sani Sanelli. There are also didactic instructions for the teachers.

Ritter Björn (since 2018)

While the Retten macht Schule project focuses on pupils from the seventh grade and the Sani Sanelli project is dedicated to elementary school pupils, the Ritter Björn initiative is aimed at preschool children in kindergartens and daycare centers. Here the children learn the important emergency number 112 and how to answer questions correctly in an emergency. The stable side position is also trained. All campaigns from Ritter Björn to Sani Sanelli to Retten macht Schule are free of charge for the facilities and for the participating children.

Congress 2019

At the beginning of July 2019, to mark the 50th anniversary of the Björn Steiger Foundation, the specialist congress “Paths to the emergency medical service of the future” was held in Berlin. The foundation sounded the alarm in view of the overloaded rescue service personnel, unmanned emergency doctor positions and the increasing emergency call volume. She also criticized the fact that there are no uniform nationwide quality standards for the rescue service and that the civil service as a natural recruitment tool for the rescue service has ceased to exist. The foundation called for massive changes in the rescue service. So would u. a. Legal basis, the training and further education, emergency call inquiries and the care of emergency patients stand on nationwide uniform feet.

Mobile rescuers

The smartphone-based first-aid alert system Mobile Retter has been part of the Björn Steiger Foundation since February 2019 .

Commitment abroad

  • The foundation began setting up an emergency rescue service based on the German model in China in 2016. The project was supported by the Chinese and German health ministries. The project has not yet been implemented in practice.
  • A second major project began in 2016 with the opening of an office in Sri Lanka. A rescue system similar to that in Germany is to be set up here. This project continues to this day.

Challenges and criticism

  • The foundation came into public focus in 2010 because it ran into financial difficulties and the state of Baden-Württemberg approved a million euro guarantee for 1.5 million euros. The public and parts of the economic committee at the time, which approved the guarantee, viewed this very critically. Your criticism was that the foundation had unnecessary and excessive costs. The handling of membership fees, donations and other allowances is also not expedient. The reason for this was that the Björn Steiger Foundation bought and sold AED devices that were initially subject to VAT. However, the tax office subsequently demanded taxes on the devices sold, as there was a commercial trade. This resulted in a long and costly litigation that ended up with the foundation being right but running into financial difficulties as a result of the litigation. As a result, they could not, as requested by the state, provide the further financing of the emergency telephones. This led to the application for a state guarantee, which, however, was ultimately not used by the foundation.
  • There are now some companies that want to get rich as free riders in the fight against cardiac death campaign . These companies often sell overpriced AED devices to one or more companies at the same time. These actions are carried out independently of the Björn Steiger Foundation, but cast a negative image of the campaign in general. The foundation has publicly warned against the actions of such companies several times and criticized them accordingly.
