Mobile Retter is a smartphone-based first aid alert system (SbEA) , which aims to make the first aid of emergency patients faster, more professional and more effective, primarily for cardiovascular arrests and unconscious people. With the app of the same name and the association, the goal of keeping the therapy-free interval in emergency situations as short as possible should be achieved.

In order to achieve a successful treatment in acute and life-threatening emergency situations, the fastest possible and professional first aid is essential.

Every year, for example, in Germany alone, around 70,000 people suffer cardiovascular arrest in which the brain is no longer adequately supplied with oxygen after just three minutes. Faster, more professional and proactive help (for example in the form of chest compressions) can increase the chances of survival of those affected and thus save around 10,000 additional lives every year.

But not only in the case of cardiovascular arrest, but also, for example, in the case of syncope , a stroke , a fall, sudden cardiac death  (PHT) or shortness of breath , rapid help can make the difference in treatment success. Since only around 40% of German citizens help in an emergency, first aid alert systems are a good way to reach qualified (first) aiders in an emergency.

history

The neurosurgery specialist and emergency physician Ralf Stroop developed the idea when he only noticed an emergency situation in his neighborhood through the blue light and the siren of the arriving emergency doctor.

The system was introduced and tested in the Gütersloh district in 2013 as  part of a pilot project. So that the Mobile Saver System introduced the first smartphone-based first-aid alarm system in Germany. After positive experiences followed as other regions of the district of Germersheim , the district of Unna , the region Ingolstadt , the county Emsland / Bentheim , the circle Kleve , the Neckar-Odenwald-Kreis, the district and city of Osnabrück , or the district of Peine (see also the active regions section).

In January 2014 the Mobile Retter e. V. founded in Gütersloh. The administrative headquarters have been in Cologne since mid-2017. The system has won several awards, including being the winner of the Google Impact Challenge in 2016 .

To date, more than 15,500 people have registered for the app (as of December 2018). The aim of the association is to save 10,000 lives every year with 100,000 mobile rescuers.

The association is a member of the Social Entrepreneurship Network Germany .

The Mobile Rescue System works through integration into the corresponding control center software and the installation of the app of the same name on the smartphone. If the system is integrated in a control center, it is optionally possible for the dispatcher to notify a mobile rescuer in addition to the rescue service and the emergency doctor in emergency situations. In parallel to the emergency doctor, the system then alerts the mobile rescuer who is closest to the scene. The mobile rescuers are primarily deployed in cardiovascular arrests and in emergencies involving unconscious people.

The app needs access to the GPS module of the smartphone in order to determine the mobile rescuer closest to the scene. The system then continuously updates the position of the first aider. A mobile rescuer is only notified during his individual standby phase, which he can freely choose and set. If a notification is not responded to within 20 seconds, the next mobile rescuer will be notified. All relevant information, such as the circumstances of the operation, is then sent directly to the mobile rescuer.

The aid periods, which apply depending on the federal state, provide for a nationwide average of around 10 to 15 minutes, which may elapse from the receipt of the report to the arrival of the emergency doctor. However, for every minute of therapy delay, a reduction in the probability of survival of around 10% can be expected. The mobile rescuers can be on site on average within less than 5 minutes. The mobile rescue system demonstrably leads to a time advantage compared to the established rescue service concepts.

The Mobile Rescue System is not a purely technical solution. Rather, the focus is on the volunteer, as well as the support of the regional authorities as the carrier of the control center in an implementation in questions of legal, insurance and data protection issues. The association also supports the acquisition of volunteers. Every mobile rescuer is obliged to complete a one-off briefing training in which, on the one hand, the technical and legal principles are explained and, on the other hand, the qualifications are checked by experienced trainers. Only after completing the training will the Mobile Rescue be activated for the alarm.

The first aiders are not a substitute for the emergency services and only help on a voluntary basis. Mobile rescuers are usually medically qualified persons such as members of aid organizations , doctors, rescue service employees, firefighters, paramedics as well as health workers and nurses. The association also offers a training course for instruction in the app. Voluntary work as a mobile rescuer does not constitute a professional qualification, further education or training.

Care for the volunteers

The voluntary mobile rescuers do not act in an unlawful area during operations, but rather act as administrative assistants for the respective group through which they are also insured (e.g. liability and accident insurance).

Since the voluntary mobile rescuers are regularly confronted with potentially stressful situations due to the indications, the importance of psychosocial care for mobile rescuers was recognized very early on. Immediately after the introduction of the app in the pilot region of Gütersloh, psychosocial peer contact was established via telephone, where mobile rescuers are contacted after the deployment. A PSNV hotline (24 hours a day, 365 days a year) is part of the multi-tiered offer of psychosocial emergency care (PSNV).
