With an area of 235,100 km², the Ulus is half the size of Sweden. It lies completely north of the Arctic Circle and includes the area on both sides of the lower Lena and its delta , as well as the New Siberian Islands .

Of the 9,366 inhabitants of Bulunski ulus, 5892 live in the administrative center of Tiksi. As in other subpolar Asian regions of Russia with a high proportion of Europeans, the population of the Rajon had increased sharply from 1939 to 1989, but then fell again significantly:

Almost two thirds of the population is made up of members of indigenous ethnic groups , with a slightly increasing tendency, with the Yakuts being in the minority compared to the Evenks. The proportion of the Evenks is the third highest among all uluses of the republic.
The ulus goes back to the much larger Bulunski okrug founded on June 16, 1924 with its administrative seat in the settlement Bulun on the left bank of the Lena. On December 10, 1930, this was dissolved and four national rajons were created on its basis, including the Bulunski rajon. At the same time, the administrative headquarters were relocated to the Evenk village of Kjussjur , about five kilometers upstream on the other side of the Lenaufer , and in 1957 to the now much more important Tiksi. During this time the eponymous settlement Bulun was given up.
