The Federal Agency for Cartography and Geodesy ( BKG ) has its headquarters in Frankfurt am Main . In Germany, as the higher federal authority, it is responsible for all matters relating to cartography and geodesy , insofar as these are not tasks of the federal states in accordance with federalism (see Land Survey Office ).
The BKG emerged from the “ Institute for Applied Geodesy ” (IfAG) through an organizational decree on August 4, 1997 and is directly subordinate to the Federal Ministry of the Interior, Building and Home Affairs.
Since 1. April 2019 is Paul Becker President and Professor of the Federal Office.
The BKG is also located with a branch in Leipzig and the Geodetic Observatory Wettzell in the Bavarian Forest . In addition, the BKG operates the AGGO observatory in La Plata / Argentina , the only geodetic fundamental station in South America . The BKG is also involved in the operation of the O'Higgins radio telescope in the Antarctic .
Tasks and organization
The BKG is the federal government's central service provider for basic topographical data , cartography and geodetic reference systems . The legal basis is the Federal Georeference Data Act (BGeoRG), according to which the BKG maintains geodetic reference systems, collects and provides federal reference data for use by federal authorities and fulfills the international obligations arising therefrom.
The BKG has the following tasks in particular:
- Processing, updating and provision of location and space-related data to describe the objects on the earth's surface
- Provision and maintenance of the national superordinate geodetic reference networks
- Participation in bilateral and multilateral work on the establishment and maintenance of global geodetic reference systems and networks
- Coordination of the construction and expansion as well as maintenance of the federal part of the spatial data infrastructure for Germany
- Operation of a federal service center for geoinformation and geodesy
- Representation of professional interests in Germany at European and international level
The BKG develops processes, products and services with which topographical geographic base data can be combined with thematic information from specialist information systems and thus made usable.
The BKG derives a wide variety of products from topographical geographic base data, for example:
- printed (analog) and digital topographic maps and information systems in the scale range 1: 200,000 to 1: 1,000,000
- Digital landscape models in the scales 1: 250,000 (DLM250) and 1: 1,000,000 (DLM1000)
- Digital terrain models in different grid sizes
In addition to the technical work, the BKG also helps to coordinate geodesy and geoinformation in the German federal system . These include the Central Geotopography Office (ZSGT) and the Coordination Office for Geodata Infrastructure Germany (GDI-DE). With the coordination of the GDI-DE, the BKG is also the liaison point to the European Commission within the framework of the EU INSPIRE directive , which obliges all member states to provide web-based public geographic information according to uniform professional and technical rules .
At the federal level, there was no legal basis until 2012 to stipulate conditions of use for the provision of spatial data and spatial data services . Since the last amendment to the Geodata Access Act (GeoZG) came into force on November 16, 2012 , federal geodata and geodata services have been available free of charge for commercial and non-commercial use.
Because of the professional proximity, the office of the Standing Committee for Geographical Names (StAGN) and the administrative headquarters of the International Service for Earth Rotation and Reference Systems (IERS) are also located in the BKG.
