In the 2017 Federal Council election , the United Federal Assembly of Switzerland appointed the successor to Federal Councilor Didier Burkhalter ( FDP ) , who was stepping down on October 31, on September 20, 2017 . Ignazio Cassis (FDP) from the canton of Ticino was elected in the second ballot .

Starting position

Didier Burkhalter (FDP, Canton of Neuchâtel ) was elected to the Federal Council as the successor to Pascal Couchepin (FDP, Canton of Valais ) in the election of 16 September 2009 . Burkhalter initially headed the Department of Home Affairs (FDHA), and from 2012 the Department of Foreign Affairs (FDFA). In 2014, he served as Federal President and Chairman of the Organization for Security and Cooperation in Europe (OSCE).

On June 14, 2017, President of the National Council, Jürg Stahl, interrupted a session of the National Council and read out the official letter of resignation. Burkhalter announced his resignation effective October 31. At the press conference that followed, he said that the criticism of the planned framework agreement between Switzerland and the European Union that had arisen in the months before was not the reason for this. Rather, it's time for something new.

Candidates

The other parties represented in the Bundesrat did not question the FDP's right to a seat. Immediately after Burkhalter's announcement of his resignation, demands were made that his successor had to come from the canton of Ticino , because since Flavio Cotti's resignation in 1999, the Italian-speaking part of Switzerland was no longer represented in the state government. From the start, the most promising candidate was National Councilor Ignazio Cassis , who has been parliamentary group president of the FDP since 2015. While the FDP party leadership to President Petra Gössi early candidacy from the German Switzerland excluded, demanded cantonal parties in the Romandie , the French-speaking Switzerland must continue to represent three of seven federal councilors.

The Geneva State Councilor Pierre Maudet , the Vaudois National Councilor Isabelle Moret and the Vaudois State Councilor Jacqueline de Quattro were named as possible opponents of Cassis from French-speaking Switzerland . In the canton of Ticino itself, Cassis was also controversial. The incumbent State Councilor Christian Vitta and the former State Councilor Laura Sadis also showed interest in running. After the announcement by Federal Councilor Doris Leuthard on July 31 that she would resign by the end of 2019 at the latest, a discussion also flared up about the under-representation of women in the state government, which increasingly displaced the subject of under-representation in Italian-speaking Switzerland.

On July 11, the party presidium of the Ticino FDP decided to nominate Ignazio Cassis as the only official candidate. Previously, there had been speculation for several days about the possibility of a Ticino two-way candidacy. On August 1st, the delegates' assembly of the Ticino FDP confirmed this decision. Three days later, the FDP of the Canton of Geneva also nominated Pierre Maudet as an official candidate. Finally, on August 10, the FDP of the canton of Vaud followed , which Isabelle Moret nominated as the official candidate.

The FDP spoke out on September 1, 2017 21:19 and one abstention in favor of not to take any short list and propose all three candidates (Cassis, Maudet, Moret) to choose from.
