Federal Council election 1982

The 1982 Federal Council election took place on December 8, 1982. It became necessary because the two Federal Councilors Hans Hürlimann ( CVP ) and Fritz Honegger ( FDP ) had announced their resignation.

Hans Hürlimann, resigned Federal Councilor

Hans Hürlimann was elected to the Federal Council on December 5, 1973 to succeed Roger Bonvin . He headed the Federal Department of Home Affairs (FDHA) . On August 25, 1982 he announced his resignation at the end of the year.

Fritz Honegger was elected to the Federal Council on December 7, 1977 to succeed Ernst Brugger . During his tenure, he was in charge of the Department of Economic Affairs. On December 31, 1982 he resigned.

Candidate selection

Successor to Hans Hürlimann (CVP)

For Hürlimann's successor, in addition to the finally elected Lucerne Councilor Alphons Egli, the Councilors Julius Binder ( Aargau ) and Franz Muheim ( Uri ) and the two Councilors of State and former National Councilors Guy Fontanet ( Geneva ) and Hans Wyer ( Valais ) applied in the CVP . In the CVP parliamentary group's election, Egli prevailed against Wyer in the fifth ballot with 34 to 23 votes. Egli's candidacy was received with reluctance by many contemporary observers. However, his cantonal party enthusiastically saw the opportunity to get the canton of Lucerne back a seat in the Federal Council after 70 years of absence. Egli was considered intelligent, but also conservative and right-wing - this in contrast to the more Christian-social candidates Binder and Wyer.

The Zurich Freedom has been represented in the Federal Council almost without interruption since the state was founded. In defense of this claim, the entrepreneur Ulrich Bremi and the lawyer and vice-president of the FDP parliamentary group in the Federal Assembly, Rudolf Friedrich , came into question for the Zurich FDP . Friedrich was able to prevail against Bremi in the Zurich FDP. Other cantonal parties also nominated influential personalities. The FDP Bern took up with Jean-Pierre Bonny , the director of the Federal Office for Industry, Commerce and Labor (BIGA) . From the Aargau the national councilor and former government councilor Bruno Hunziker , from the Ticino Council of States Luigi Generali and from Basel Paul Wyss , national councilor and director of the Basel Chamber of Commerce, ran. The decision-making process was difficult in the parliamentary group. Friedrich was judged rather critically by the media. He was also known as the “Cold Warrior”.

Since both Egli and Friedrich were considered conservative and right-wing, some observers feared a slide to the right. The SP did not support either candidate and decided to allow votes. The FDP, CVP, SVP and LPS , however, supported the parliamentary groups' candidates. On election day, the Zurich POCH National Councilor Andreas Herczog caused a sensation, who took a stand against both candidates on behalf of the PdA / PSA / POCH parliamentary group.

Despite the criticism in advance, Egli was elected in the first ballot, albeit without the votes of the left. Friedrich also achieved an absolute majority in the first ballot. After his election, Egli took over the EDI from the resigning Hürlimann. Friedrich took over the Federal Department of Justice and Police (FDJP) from Kurt Furgler .
