Rocco Buttiglione
Rocco Buttiglione (born June 6, 1948 in Gallipoli , Apulia ) is an Italian politician of the Unione di Centro (UdC) with close ties to the Vatican . In Silvio Berlusconi's second and third cabinet , he was Minister for Europe (2001–2005) and Minister of Culture (2005–2006). From May 2008 to March 2013 he was one of four vice-presidents of the Italian Chamber of Deputies .
Life
Scientific activity
He attended the Massimo D'Azeglio Lyceum in Turin , where he passed the school leaving examination in 1966. He then studied law in Turin and Rome . His thesis dealt with the history of political doctrines. In 1972 he became an assistant at the chair for the history of political doctrines at the University of Rome . In 1973 he moved to the University of Urbino .
In 1982 he published a book about the philosophical thinking of Pope John Paul II , for which he learned Polish. In 1986 he qualified as a professor of political philosophy at Teramo University . In the same year he founded the International Academy for Philosophy of the Principality of Liechtenstein with Josef Seifert , where he taught philosophy, social ethics, economics and politics and was Vice-Rector until 1994. Most recently he was Professor of Political Science at the Free University of St. Pius V in Rome. In 1993 he was called to the papal social academy and has since been the personal advisor to John Paul II.
politics
In July 1994 he was elected chairman of the Partito Popolare Italiano (PPI). He was a member of the Italian Chamber of Deputies for three legislative terms from 1994 to 2006. When the majority of the PPI voted to join the center-left alliance L'Ulivo under Romano Prodi , Buttiglione left the party with the conservative wing and founded the Cristiani Democratici Uniti (CDU) party in July 1995 , which he then chaired. The CDU formed a parliamentary group with the Centro Cristiano Democratico (CCD) of Pier Ferdinando Casini and Clemente Mastella and in 1996 participated in the center-right alliance Polo per le Libertà by Silvio Berlusconi . In 1998 Buttiglione and his CDU, as well as part of the CCD under Mastella, joined the Unione Democratica per la Repubblica (UDR) founded by the former President Francesco Cossiga . Buttiglione was co-president of UDR alongside Carlo Scognamiglio Pasini . This broke up in February 1999 and Buttiglione revived the CDU.
As one of two representatives of his party, he was at the European elections in June of the same year in the European Parliament voted, which he belonged to the 2,001th There he joined the Christian Democratic EPP-ED Group and was a member of the Committee on Civil Liberties, Justice and Home Affairs , the Delegation for Relations with the Countries of Central America and Mexico and the Temporary Committee on Human Genetics and Other New Technologies in Modern Medicine . After the victory of the center-right alliance Casa delle Libertà in the 2001 parliamentary elections (Buttiglione won the constituency of Milan 10), he was European Minister from June 2001 to April 2005 and Minister of Culture from April 2005 to May 2006 in the Berlusconi II and III governments . The two Christian Democratic parties CDU and CCD merged in December 2002 to form Unione dei Democratici Cristiani e Democratici di Centro (UDC; later only called Unione di Centro ), as its Presidente (protocol-based but non-operational party chairman) he served until 2014.
In 2002, the Monaco Public Prosecutor's Office investigated Buttiglione on suspicion of money laundering in favor of his party. However, no evidence was found that he violated Monegasque law. Gianpiero Catone , a senior executive of Buttiglione, has been charged with fraudulent bankruptcy in Italy. This is also being investigated because of the disappearance of several million euros from Italian and EU funds.
In August 2004 Italy nominated him as Vice-President of the European Commission, he should be responsible for Justice, Freedom and Security in the Barroso I Commission . With his views on homosexuals and the position of women in society during a hearing in the EU Parliament , he caused a stir in early October. His remarks led to the fact that he was the first designated member of the EU Commission in office from November 2004 to be rejected by an EU committee. In the end, he voluntarily resigned from the office.
In the general election in April 2006 , Buttiglione won a seat in the Senate . In May of the same year he ran in the mayoral elections of Turin, but received only 29.5% and lost to the incumbent Sergio Chiamparino (66.6%). For the UdC, he was re-elected to the Chamber of Deputies in the early parliamentary election in 2008 , in which he was one of the four vice-presidents during the legislative period until 2013. After his re-election as a member of parliament in 2013 , he was deputy chairman of the joint parliamentary group of UdC and Nuovo Centrodestra (NCD) from April 2015 to December 2016 . After 24 years (six legislative terms) in parliament, Buttiglione did not stand for re-election in 2018.
Buttiglione is married and has four children. He speaks Italian, German, English, French, Polish, Portuguese and Spanish. His political role model is Helmut Kohl .
Awards
The Catholic University of Lublin awarded Buttiglione an honorary doctorate in May 1994.
