Ciro Luis Urriola (born July 3, 1863 - † June 26, 1922 ) was the eighth President of Panama .

Urriola was a doctor by profession, but was involved in politics from an early age, soon becoming President of the City of Panama City and twice a member of the National Assembly of Panama. From 1916 he served as vice president of his country. After the unexpected death of Ramón Maximiliano Valdés , he automatically became President a day later, on June 4, 1918, and continued to run the business until the normal end of the legislative period on October 1, 1918. Pedro Antonio Díaz succeeded him in office.

Urriola introduced several reforms during his tenure, including allowing people born in Colombia to stand for election. Critics of this reform were of the opinion that this only served to pave the way for Eusebio A. Mulberry to run for president.
