The GDR ice hockey championship in 1970/71 brought radical changes to the game. According to the DTSB decision of 1970, ice hockey was no longer part of the group of "specially funded" sports. As a result, from 1971 allowed only in the sports clubs of the armed forces Hockey played with leistungssportlichem character, of which only the SV Dynamo made use. Thus, in future, the Oberliga would only consist of the teams of SC Dynamo Berlin and SG Dynamo Weißwasser , the other sports club sections had been dissolved. SG Dynamo Weißwasser defended their title from the previous year in a tournament series consisting of eight games.

The group league was also affected by the dissolution. The maintenance of the game operations at the amateur level was therefore only possible on a voluntary basis. On the initiative of numerous ice hockey enthusiasts, a successor league with four starting places was built up in 1971, which was to be played on one weekend of the year in the form of a simple round-robin tournament. The chosen name "Best Determination" resulted from the DTSB requirements not to use the term "Amateur Championship" in order not to undermine the amateur status granted for the (remaining) upper league - a requirement for participation in the Olympic Games.

With the participating BSG teams from Einheit Crimmitschau and Motor Optima Erfurt , the field also included two teams whose squad was virtually identical to that of two former league clubs ( ASK Vorwärts and SC Turbine ). This was ultimately reflected in the course of the tournament, in which the other participants from Leuna and Schierke had almost no chance.

The tournament of the determination of the best was held in March 1971 in Crimmitschau . The winners of the respective district championships were eligible to participate. The following district champions had registered for the upcoming finals:

    The winners of the respective district championships were eligible to participate. The only exception was the BSG Chemie Leuna , which strengthened the hosting Halle parliamentary group as vice district champion in the next edition of the determination of the best.
