As in the previous season, eight teams in the ice hockey league took part in the determination of the GDR champions. In the preliminary round with two relays of four teams each, the four participants for the championship round (final group A) and the relegation round (final group B) were determined. For both groups there were four game days with six point games each at one location. In the relegation round, only one relegated was determined. After adjusting the lower divisions, the 1st and 2nd leagues now also started with eight participants.

Changes
Before the season there were changes in the field of participants compared to the previous season. The long-time league club TSC Oberschöneweide joined the previous local rival and championship competitor SC Einheit Berlin . The ASK Vorwärts Berlin , on the other hand, was relocated to Crimmitschau and from then on ran as "ASK Vorwärts Crimmitschau". In return, the league team that played under this name last year was downgraded to the 2nd division and renamed “ASG” Vorwärts Crimmitschau.
The winner of season 1, SC Turbine Erfurt , secured the league starting place to be awarded without a fight, since the other season winner SG Dynamo Weißwasser II was not eligible for promotion as a second representative.
As the loser of the relegation round, the path to the third division seemed sealed for the BSG Wismut Wilkau-Haßlau . However, when, after the subsequent dissolution of ASK Vorwärts Erfurt and SC Dynamo Berlin II, the league season 1 no longer existed - the SC Turbine Erfurt as the fourth member so far started the coming season in the league, while the relegated into season 2 was incorporated - the Wismut team was allowed to remain in the league.

The HSG Chemie Halle TH secured a starting place in the first division for the coming season, but the team was dissolved during the summer break. The defeated relay winner SG Dynamo Klingenthal was able to take the place of the promoted team.

The BSG Stahl Ilsenburg should have been relegated to the district league as losers, but benefited from the wave of team dissolutions in the first division. Since the starting places freed up by this were filled with previous teams in the 2nd division, BSG Stahl kept its place in the third division.
Several teams got the clearance to play in the second division next season. The reason for this was the high number of cancellations from gaming operations, which should begin during the summer break. The first division, which was particularly affected by this, was then filled with teams from the second division, which had to give three instead of one starting place to the district division. Originally, in addition to Schierke, BSG Chemie Granschütz ( district of Halle ) and BSG Progress Apolda ( district of Erfurt ) were given the opportunity to make use of it. After further team dissolutions in the upper classes, Granschütz was finally allowed to skip a class by association decision and was classified directly in the first division, Apolda, however, preferred to continue to play at the district level. Ultimately, the following district league clubs were awarded a place for the upcoming 2nd league season:
