The GDR ice hockey championship 1963/64 was held from February 21, 1964. Six teams took part in the league. Five other teams started in the league . The group league was expanded by dividing the Lusatian teams into two relays. With the group league debutant SG Dynamo Malchin , a team from the Neubrandenburg district also belonged to one of the three highest divisions in GDR ice hockey for the first time. The Mecklenburgers were integrated into Season 5, which was dominated by Lausitz teams.

The SC Empor Rostock remained in the league. Shortly before the start of the coming season, the defeated league champions from Erfurt also got the right to start in the major league after the top division had been increased by two starting places by association decision.

Relegation (league - group league)

Originally, the place of the group league representative was to be taken by their vice-champions, but both BSG Aufbau Schönheide and the two defeated semi-finalists SG Dynamo Schierke and BSG Stahl Brotterode did not exercise their right to a possible league promotion. In their place, the fifth season winner finally started.

The SC unit Dresden was allowed to remain in the league. Due to the short-term increase in the Oberliga, Dresden was even upgraded to the Oberliga, after the originally intended ASG Vorwärts Crimmitschau renounced it and, like the ASK Vorwärts Crimmitschau II , which was not eligible to play for the Oberliga , had withdrawn into the group league for the coming season. BSG Chemie Leuna , who was actually relegated to the group league, took the place of the Dresden team and was allowed to start in the league next year. The inferior group league representative from Zittau was also given the right to start the second division, which - including group league champions SG Dynamo Malchin - should ultimately only include three teams.

The SG Dynamo Malchin - in this group league season the only participant from the north of the republic - rose as champions in the league. For the inferior BSG Aufbau Schönheide , there was another opportunity for promotion in the relegation against the league penultimate SC Einheit Dresden , which was ultimately waived.

Since a representative from the Dresden district voluntarily renounced his start with the Geising BSG unit for the coming season , two new teams were allowed to move up from this district. All in all, the following district leagues have entered the group league for the coming season:
