The Ministry of Economy and Finance ( Italian Ministero dell'Economia e delle Finanze , abbreviated MEF ) is one of the ministries of the Italian government . It is primarily responsible for Italy's financial policy . The Ministry is based in the Palazzo delle Finanze on Via XX Settembre in Rome . Acting Minister of Economy and Finance is Roberto Gualtieri .

tasks

The Ministry is responsible for financial management, in particular for tax and customs administration and the associated enforcement service, for budget planning and accounting, financial relations with regions , provinces , municipalities and the European Union , for surveying , state holdings in commercial enterprises and for Asset and debt management .

In addition, however, there is also the Ministry of Economic Development in Italy, which has had different names in the past (including "Industry and Trade"). This ministry takes care of all economic policy matters that do not fall under the responsibility of the Ministry of Economy and Finance.

The Ministry of Economy and Finance is represented in the inter-ministerial committee for economic planning ( Comitato Interministeriale per la Programmazione Economica , CIPE), which is responsible in particular for approving funds for infrastructure projects of national interest. The respective minister of economy and finance is also a member of the Supreme Defense Council of Italy ( Consiglio Supremo di Difesa ).

A reform of the Italian ministerial bureaucracy initiated in 1997 by the then center-left government (referred to as the Bassanini reform after the responsible minister, Franco Bassanini ) formed the basis for the amalgamation and reorganization of various ministries in Italy. From 1999 to 2001 there were profound organizational reforms, in which several historical ministries were merged in the area of ​​economics and finance. These goods:

Towards the end of the reform work, after winning the parliamentary elections in 2001 , Silvio Berlusconi's second government was able to officially put the new Ministry for Economic Affairs and Finance and its new subordinate authorities into service.

The history of the Ministry of Finance, which existed until 2001, goes back to the Ufficio Generale delle Finanze , built by Emanuel Philibert of Savoy in Turin on August 30, 1564 , which was dissolved in 1801 after the Napoleonic occupation. In the course of the Restoration it was re-established in 1814 as Generalato delle Finanze , in 1817 it was renamed Regio Segretariato di Stato per gli Affari di Finanza ("Royal State Secretariat for Financial Affairs") and thus placed on an equal footing with the other State Secretariats. After the revolution of 1848 and the imposition of Karl Albert's constitution ( Statuto Albertino ), the state secretariats were renamed ministries. As such, the Ministry of Finance in Turin became Italian in the course of the unification of Italy under the leadership of the Kingdom of Sardinia-Piedmont in 1861 and extended its territorial jurisdiction to the entire new state. It came to Florence in 1865, then to Rome in 1871 .

The political leadership consists of the minister and several subordinate ( parliamentary ) state secretaries , one (or two) of whom has the status of deputy minister. In contrast to some other ministries, the departments are grouped into main departments ( Dipartimenti ). Ministries without main departments have a general secretary as head of office ; it doesn't exist here. The corresponding tasks are taken over by the heads of the main departments.

Main departments

The Ministry is divided into four main departments, which are responsible for tax collection, administration and expenditure policy as well as for ministerial administration and central services:

  • Treasury Department ( Dipartimento del Tesoro - DT)
  • Budget and Accounting Department ( Dipartimento della Ragioneria Generale dello Stato - RGS)
  • General Administration, Human Resources and Central Services Department ( Dipartimento dell'Amministrazione Generale, del Personale e dei Servizi del Tesoro - DAG)

The former Department of Economic Policy was transferred to the Ministry of Economic Development (the former Ministry of Industry, Crafts and Trade) a few years ago.

The ministry has several branches outside the city. These mainly take on administrative tasks, they are not the tax offices.

Financial agencies

In 1999, four special financial agencies were set up to fulfill the Ministry's tasks. They are politically subordinate to the main finance department, but are administratively independent.

The Higher School of Economics and Finance (Scuola Superiore dell'Economia e delle Finanze) was dissolved in its previous form in 2014 and taken over as a department by the Scuola Nazionale dell'Amministrazione .

Financial police

The ministry has its own militarily organized financial police, the Guardia di Finanza . Your main task is to prevent and prosecute violations of tax, duty and customs laws.

Financial jurisdiction

The Ministry has an autonomously administered “Presidential Council of Tax Justice” ( Consiglio di presidenza della giustizia tributaria ). It is a self-governing body of the financial judiciary , which was set up on the model of the self-governing body of judges and prosecutors ( Consiglio Superiore della Magistratura ) of the general judiciary. There are financial courts at the level of the provinces ( Commissione tributaria provinciale ) and, at second instance, of the regions ( Commissione tributaria regional ). Finally, under special circumstances, the Court of Cassation in Rome examines judgments for errors of law. The finance judges have the status of honorary judges. They are selected by the self-governing body of the financial judiciary and then formally appointed by the state president on the proposal of the finance minister .
