Gelsenkirchen fire department

The Gelsenkirchen fire brigade is a municipal authority of the city of Gelsenkirchen . It consists of a professional fire brigade founded in 1904 and nine volunteer fire brigades and, as Office 37, is subordinate to Board Division 2: Finance, Personnel and Organization, Fire Brigade. The highest employer of the Gelsenkirchen fire brigade is the Lord Mayor of the city of Gelsenkirchen.

The fire brigade's vehicles move out over 100 times a day. The majority of the around 41,000 missions per year are carried out by the rescue service.

The mandatory tasks of the Gelsenkirchen fire brigade include:

In addition to the compulsory tasks, the Gelsenkirchen fire brigade takes on a number of voluntary tasks. This includes, among other things, assistance under private law, which is carried out in exceptional cases and is usually subject to a charge (for example, door opening without an emergency or tree felling on private property). Traditional activities of the volunteer fire brigades, such as participation in carnival parades or fire fighting sports, also fall into this area.

Ambulance duties

The area of ​​responsibility of the rescue service is not actually a mandatory task of the Gelsenkirchen fire brigade. However, it is assigned to the fire brigade by the law on fire protection and assistance (§ 17) and by the Rescue Act NRW (§§ 6-9, 13). This results in the following tasks, among others:

The Gelsenkirchen fire brigade has around 300 officers in the fire-fighting and rescue service. There are also 8 technical employees and 13 administrative employees (8 civil servants and 5 employees).

The staff employed in management and administration as well as in the technical operations service work on a daily basis. It is made up of officials from the middle, upper and higher service and employees of the professional fire brigade. Areas of activity include preventive fire protection or training at the fire brigade school. The regular weekly working hours are 38.5 and 41 hours.
The personnel deployed in the emergency service consists exclusively of civil servants. Shifts are used here. A shift starts at 7:30 a.m. and ends 24 hours later. This is followed by a break of at least 24 hours.

The daily workforce in fire protection is based on the specifications made in the fire protection requirement plan of 2011. This stipulates that, depending on the nature of the operation, ten fire service officers must have arrived at the scene of the incident within eight minutes. After another five minutes, an additional six officers must be available on site. In the case of major damaging events, the numbers increase accordingly.

In order to cope with the changing deployment scenarios, two command vehicles , five rescue group vehicles and three turntable ladders are manned every day . There are also two swap-loader vehicles that can bring various roll-off containers to the point of use. If necessary, the staff of one of the swap bodies manned a small emergency vehicle . In addition, there is the staff in the rescue service, which manned 2 emergency medical vehicles and six ambulances .

A daily target strength of 62 officers results from the specifications and requirements.

education

The officers and candidates of the Gelsenkirchen fire department are trained at the fire department and rescue service school of the Gelsenkirchen fire department. The prerequisite for employment for the intermediate fire service is at least a secondary school leaving certificate and completed vocational training in a profession suitable for fire service. In addition, there is the necessary physical and mental aptitude.

The recruitment test consists of a written part (German test, general knowledge, math) and a sporty-practical (sports test, manual skills) section. In addition, a personal interview and a medical examination must be completed.

The training itself lasts 18 months and includes fire-fighting and rescue training. In addition to attending the fire brigade school, there are several practical sections on watch and in the rescue service.

After successfully completing the training, at least 30 hours of rescue service and 16 hours of fire service training must be completed annually.

Ambulance service

Together with other aid organizations, the Gelsenkirchen professional fire brigade is responsible for rescue services in the area of ​​the city. For this purpose, six ambulances (RTW) and two emergency doctor vehicles (NEF) are manned by the fire brigade around the clock. The ambulances are manned by two fire fighters trained in the rescue service (paramedic, paramedic or paramedic), whereas with NEFs only the driver is provided by the professional fire brigade.

In order to cover peaks in operations and to relieve the professional fire brigade, a further six ambulances (with 96–168 hours per week) and 4 ambulances (20–159 hours per week) are manned by various private providers and aid organizations.

Diving group

The diving group of the Gelsenkirchen fire brigade, which has existed since 1960, consists of around 35 fire brigade divers. These are distributed over the three watch departments of the fire and rescue station 2. During normal duty, the members of the diving group occupy an emergency fire extinguishing group vehicle (HLF) of the station and, in the event of a diving mission, switch to a special equipment vehicle for diving missions (GW Wasserrettung).

The main areas of application are above all the Rhine-Herne Canal and the port area there. As part of the administrative assistance, operations outside of Gelsenkirchen are also carried out, as not every fire brigade in the area has its own diving group. Above all, operations in the area of ​​rescuing people from water, searching for missing people and providing technical assistance and material recovery from water are carried out. Ice rescue is also a priority in winter .

Height rescue group

The height rescue group, which has existed since 1996, is the second special unit of the Gelsenkirchen fire brigade . The 24 members of the unit are spread across the three guard departments of Fire and Rescue Station 1 and are also deployed on a jump basis. Since 2008, the group has had a special height rescue equipment cart.

The unit specializes in the rescue and recovery of people from great heights (chimneys, wind turbines, etc.), but also from depths (shafts, tunnels, etc.). In order to be able to help in medical emergencies as quickly and well as possible, all members are at least paramedics .

The Gelsenkirchen professional fire brigade has a total of four fire and rescue stations (location includes fire brigade and rescue service), four rescue stations (only rescue service) and three emergency doctor locations (location for emergency medical vehicles ). The fire and rescue station 2 in Gelsenkirchen-Buer , built in 2005, is used as the main station.

In the course of extensive investigations for the city's fire protection requirements plan , a gap in the coverage of the city area in the Hessler area was discovered in 2011 . In this area, the deadline could not be met to a sufficient extent. As a countermeasure, it was decided to build an additional fire and rescue station. Construction began in the spring of 2016, and in October 2017 the station started operations as the new fire and rescue station 3. In the course of this, the numbers of the guards were also changed.

Fire school

The Gelsenkirchen fire brigade maintains its own fire brigade school for training the professional fire brigade and volunteer fire brigade. This is officially recognized and located at Fire and Rescue Station 2.

A total of nine volunteer fire brigades, known as fire engines, with around 250 members belong to the Gelsenkirchen fire brigade. These either have their own fire stations in the city or share their location with the professional fire brigade. With the completion of the new construction of the professional fire brigade in the Heßler district, the newest fire fighting train in the city area was established.

The volunteer fire brigade in Gelsenkirchen is usually alerted to support the professional fire brigade. Smaller assignments are also processed independently. In addition, the volunteers are deployed when the forces of the respective professional fire brigade are tied to a deployment site for a longer period and cannot work on further deployments at the same time. The respective fire engine also takes on specific special tasks.

Youth fire brigade

The youth fire brigade Gelsenkirchen was set up to secure the next generation of volunteer fire services. This consists of eight individual youth fire brigades , in which around 150 girls and boys between the ages of 10 and 17 are members. The youth fire brigades are affiliated with the respective volunteer fire brigade, which also undertakes the training of the young people on a voluntary basis.

The training service usually takes place weekly. The focus here is primarily on fire-fighting training, but general youth work such as sporting competitions, tent camps and joint leisure activities are also carried out. In addition, great importance is attached to promoting teamwork and personal initiative.

“Here in the youth group we learn how a fire is made and how it is put out. But also the most important fire brigade nodes and first aid are part of the training content. [...] Nevertheless, free time is not neglected: film evenings, tent camps or vacation trips round off the program.

Documentation - "Fire and Flame"

The Gelsenkirchen fire brigade was part of the successful WDR documentary " Fire and Flame " in 2017 . For the documentation, the security departments of Guard 2 were accompanied around the clock for five months by a camera team. Also came Bodycams used. A nine-part documentary was cut from around 1,000 hours of film material, showing the everyday life of professional firefighters.

After the documentary's market share was above the broadcaster's average and was particularly well received by young audiences, it was decided to continue. The second season was broadcast on WDR between January 21 and March 25, 2019.

After two successful seasons, the WDR now switched to the Bochum fire department . The new episodes have been broadcast since March 23, 2020 and in the media library since March 19, 2020.
