Franz-Hermann Kappes (born November 5, 1938 in Wiesbaden ; † August 24, 1992 in Zeilhard ) was a German politician ( CDU ), and from 1987 until his untimely death in 1992 a member of the German Bundestag .

Life and political career

Franz-Hermann Kappes attended the humanistic grammar school in Dillenburg , studied law and philosophy in Münster and Munich and passed the first state law examination in 1962. In 1965 the doctorate to Dr. jur. , 1966 the great state law examination. Since 1966 he was in the higher administrative service of the federal government (division BMI) and the state of Rhineland-Palatinate (state chancellery), most recently Ministerialrat.

From 1977 to 1985 Franz-Hermann Kappes was district administrator for the Darmstadt-Dieburg district and then set up as a lawyer in Darmstadt . Franz-Hermann Kappes joined the CDU in 1962 , and when he ran for the Bundestag for the first time in 1987 , he won the mandate at the first attempt. Since then he has represented the Hessian constituency of Bergstrasse in the German Bundestag. The lawyer’s parliamentary work focused on the Legal Affairs Committee, where he was the last chairman of his parliamentary group . He was a member of the constitutional committee. Special features in political work

  • As part of the Hessian district reform on January 1, 1977, the two districts of Darmstadt and Dieburg were combined to form today's Darmstadt-Dieburg district. Some places were previously assigned to other districts: Fränkisch-Crumbach came to the district of Odenwald, Ober-Roden and Urberach (city of Rödermark ) and Nieder-Roden (to the city of Rodgau) came to the district of Offenbach. Essentially, this cannot be reversed, but it can be excluded for the future. Second, as I think, an important yardstick for the future must remain the right of the German nation to preserve its own typical culture as a matter of priority.
