Franz Freiherr von Coels von der Brügghen (born January 27, 1858 in Aachen , † October 8, 1945 in Bückeburg ) was a Prussian civil servant.

The son of Franz Hugo von Coels von der Brügghen (1823-1885) and Maria Josepha van Houtem (* 1829) came from the old Belgian noble family von Coels on his father's side and from the old Lower Rhine noble family von der Brügghen's on his grandmother's side . His grandfather, the Prussian District Administrator Friedrich Joseph Freiherr von Coels von der Brügghen was raised to the hereditary Prussian baron status in 1831 and the family seat was Wilhelmstein Castle in Würselen near Aachen until 1950 . His sister was Marie-Luise von Coels von der Brügghen (1870–1959), author of numerous local historical publications.

After graduating from high school in Aachen, Franz von Coels von der Brügghen studied law in Bonn and Leipzig, among others . In 1877 he passed the examination to become a trainee lawyer and in 1882 to become a government assessor. As such he was employed by the government in Breslau from 1882 . A year later he was first provisional and from 1884 then a regular district administrator in the Aachen district . In 1899 von Coels was appointed by the Brügghen Oberpräsidialrat to the Oberpräsidialrat of the Rhine Province . In 1903 he was appointed regional president in Arnsberg . Subsequently, Coels von der Brügghen was from 1909 Undersecretary of State in the Ministry of Public Works and there responsible for the hydraulic engineering department. Since 1915 he was Real Privy Councilor with the title Excellency. In 1918 he was appointed State Commissioner for Housing and chaired the General Waterways Advisory Council.

In addition to his official work, von Coels von der Brügghen was at times a member of the Rhenish provincial council . He was also a board member of the Westphalian Provincial Association for Science and Art.
