The Dornbirn voluntary fire brigade is the fire brigade of the city ​​of Dornbirn and with 261 members the largest fire brigade in the Austrian state of Vorarlberg , in which only volunteer fire brigades exist. The Dornbirn gymnastics fire brigade is the oldest gymnastics fire brigade in Austria , along with Bregenz and Feldkirch . Since the fire brigade in Austria is a state matter, it is subject to the fire police regulations of 1949 of the state of Vorarlberg, as well as the service regulations of the Vorarlberg state fire brigade association and must therefore ensure the local fire protection and hazard protection of the city of Dornbirn.

history

The establishment of the gymnastics club in Dornbirn in 1845 was one of the first in the German-speaking part of the Austro-Hungarian monarchy. The beginnings of organized fire-fighting by the Turner movements in Bregenz , Dornbirn and Feldkirch go back to 1848. However, these movements were officially dissolved in 1852. It was not until the constitutional reform of 1861 that the (re) establishment of the Dornbirn gymnastics club could take place in 1862. On March 4, 1865, the first meeting of a fire service committee took place. This included the later long-time mayor Johann Georg Waibel , Arnold Rüf, Otto Fußenegger, Ferdinand Ehrhart and August Rhomberg ("Färbers"). A submission by this committee to the community committee regarding the establishment of a volunteer fire brigade was dealt with on January 9th and 27th, 1866. It was also decided to purchase a Metz fire engine for 1,343 guilders and to draw up fire- fighting regulations. In 1866 the association was also founded and with it the foundation of the Dornbirn volunteer fire department. The association's statutes were adopted at the annual general meeting on December 26, 1866, and the fire brigade was officially founded and confirmed by the Lieutenancy for Tyrol and Vorarlberg on December 31, 1868 . By the end of 1865, a gymnast corps and a syringe corps were ready for action. Practice began in the spring of 1866. Master builder Josef Anton Albrich was appointed first commandant on June 30, 1866. The first deployment to a fire on Georg Mäser's farm in Hohlen took place on September 24, 1866.

A "fire extinguishing order" was written on December 13, 1868 and approved by the Imperial and Royal Lieutenancy for Tyrol and Vorarlberg in Innsbruck on December 31, 1868. The fire and extinguishing regulations received service regulations as an appendix, in which the organization of the extinguishing service and the obligations of the citizens and the community are recorded.

In 1873 the Bludenz volunteer fire brigade organized the first meeting of the Vorarlberg fire brigades. On May 13, 1875, the statutes and thus the merger of the fire brigade associations of Bregenz, Dornbirn, Hohenems, Feldkirch, Bludenz and Schruns to form the Vorarlberg fire brigade district association were approved. In Dornbirn, the constituent meeting took place in the Gasthaus Mohren in Dornbirn on July 11, 1875, and in September of the same year the first state fire brigade festival. The mayor of Dornbirn, Johann Georg Waibel, was appointed the first district chairman.

In the course of the flood disaster in 1910, a water weir was established. In 1912 the first petrol engine sprayer (made by Union Wien with a delivery rate of 500 l / min) was delivered.

On October 21, 1922, the decision was made to found the "Rescue Department of the Dornbirn Fire Brigade" and initially comprised nine men. The constituent meeting of the rescue department took place on October 28, 1922 in the Steigerturm. Thomas Spiegel was appointed chairman.

In 1925 the volunteer fire brigade was divided into four fire engines, which were based on the school districts (Markt, Hatlerdorf, Oberdorf and Haselstauden). In 1927 the drinking and utility water supply was completed - over 300 post hydrants were also installed.

The big fire in Ebnit on June 30, 1927 with the destruction of the church, the school, the rectory and the saw led to the establishment and equipment of a 28-man fire fighting group in 1936.

The helmets of the "Viennese design", which are already in use by the Dornbirn Volunteer Fire Brigade, are introduced for all of Vorarlberg on the basis of a resolution of February 24, 1935 by the Vorarlberg Regional Association for Fire Brigade and Rescue Services.

The fire extinguishing law applicable in Germany came into force in Austria on October 1, 1939. The voluntary fire brigade in Vorarlberg is incorporated into the German regulatory police as a fire fighting police. House gatherings and the fire brigade Christmas tree are prohibited. Association assets are to be transferred to the community. Admission to the volunteer fire brigade continued on a voluntary basis, but the mayor now had to give his consent, since the voluntary fire brigades were included in the police as "technical auxiliary police force" and dissolved as associations in 1938. However, equipment and funding remained the concern of the municipalities.

In 1946 the state fire police order was passed in the Vorarlberg state parliament. This forms the legal basis of the fire service in Vorarlberg. In 1950 the fire fighting groups Kehlegg, Watzenegg and Ebnit were integrated into the Dornbirn fire brigade as full members with the same rights and duties.

Since 2008, with the opening of the Achrain tunnel, the Dornbirn volunteer fire brigade has been the base fire brigade for tunnel operations and a special fire fighting vehicle is inaugurated.

Organization and structure

The fire brigade Dornbirn is, like all fire brigades in most of the Austrian federal states, a corporation under public law.

The fire brigade is divided into six trains and an additional fire fighting group. The fire fighting group supplies the Ebnit mountain parcel , while the fire fighting trains in the urban area (fire fighting train 1–4), in Kehlegg (fire fighting train 6) and in Watzenegg (fire fighting train 7) are responsible. In 2018, the volunteer fire brigade had to deploy a total of 475 (2017: 413; 2014: 324) missions, of which 208 (2014: 186) were fires.

The municipality is primarily responsible for equipping the Dornbirn volunteer fire brigade. Due to the requirements of the state of Vorarlberg, minimum equipment regulations are stipulated, which prescribe a minimum of vehicle equipment (depending on the size of the community and the risk potential).

Locations and support

Headquarters

From 1958 to 1996 the headquarters of the volunteer fire brigade was built directly next to the town hall of Dornbirn. The fire station was relocated due to capacity problems. The headquarters of the Dornbirn volunteer fire brigade is now about one kilometer from the center of the city of Dornbirn and was built in 1996 at the current location. In the approximately 1200 m 2 , completely closed, vehicle hall there are more than 15 vehicles and five trailers as well as two roll-off containers for hazard prevention (respiratory protection and technical assistance).

Outsourced extinguishing units

Due to the relatively large area of ​​operation of the Dornbirn volunteer fire brigade, it has four other fire stations with teams and vehicles stationed there. These outsourced teams are subordinate to the command of the volunteer fire brigade as fire engines or fire fighting groups. The fire engines are located in the Hatlerdorf district , the mountain villages of Kehlegg and Watzenegg and a fire fighting group in Ebnit .

Syringe houses were built in 1883 in the districts of Markt , Kehlen , Hatlerdorf, Mühlebach , Oberdorf , Kehlegg, Haselstauden and on Haselstauder Berg.

Hatlerdorf

In 1887 the Hatlerdorf fire station (with facilities for the kindergarten) was built. The current branch with lounge and garage was built in 1926 and renovated in 1984. There is a tank fire engine and a fire engine in the garages.

Kehlegg

The fire station in Kehlegg with workshop, recreation room, administration room and garages was built in 1985 and officially opened in 1987 and there is a small fire engine and a hose trailer in the garage.

Watzenegg

This fire station was only rebuilt in 2016 with a changing room and lounge as well as administration room and garages. There is a small fire engine in the garage. The Watzenegg fire fighting train is responsible for the area from the Tugstein parcel to Ammenegg and for around 850 objects in which around 1150 people live. The fire fighting train currently consists of 22 active and 5 passive members.

Ebnit

This branch was rebuilt in 2003 and includes a changing room and lounge, an independent operations center and the garages with a mountain fire truck and a small fire truck and a trailer with a portable pump .

Former syringe houses

The spray houses Kehlen, Mühlebach, Oberdorf, Haselstauden and Haselstauder Berg built in 1883 are no longer active or have been demolished.

Firefighter youth

The fire department youth is a youth organization within the fire department. A youth fire department was founded relatively late in Dornbirn on November 26, 2010.

Company fire departments

In addition to the voluntary fire brigade of the city of Dornbirn, there have been and still exist in larger companies (e.g. Zumtobel Leuchten or Fussenegger Textil) company fire brigades that relieve the city fire brigade of fire protection in the companies concerned and request the city fire brigade as reinforcement if necessary.
