The cultured and educated agent James Reese works for the CIA as the personal assistant to the US ambassador in Paris . During his secret missions, he only exchanges license plates for certain vehicles for fellow agents or installs bugs at diplomatic meetings. Reese, who spends his time playing chess in his apartment or with his girlfriend Caroline, always works reliably, but would like to get promoted to the CIA and experience more action.

Reese is called to the airport to pick up his new partner Charlie Wax. This guy is a noisy, vulgar proletarian, hung with rings and chains. Reese elegantly solves Wax's difficulties with customs by sticking a diplomatic sticker on his luggage, only to find out a little later that Wax had his personal weapon "Mrs. Jones ”smuggled into the country in pieces. Shortly afterwards, Reese also realizes that Wax uses this weapon without scruples. With his idiosyncratic, improper tricks and methods, the savvy agent is the exact opposite of the thoughtful Reese.

The two of them go to a Chinese restaurant and Wax takes the place apart completely within minutes and takes down the entire workforce except for a single waiter in a short shootout. This should lead the agents to his backers. So far it has remained hidden from Reese that the alleged restaurant was actually used as a transshipment point for huge amounts of cocaine . He is unceremoniously embroiled in a drug war that has taken on an unexpected edge. Wax lets Reese know the truth behind the investigation he is making with him. The drug business only serves to finance a terrorist cell that needs to be eliminated. Through the backers of the Chinese, Wax and Reese get to Pakistani terrorists who are preparing an attack in a ghetto on the outskirts of the French capital.

In the course of a massive shootout , Wax and Reese finally manage to kill most of the terrorists. Reese discovers photos of himself in the criminals' apartment and realizes that the conspirators were tailing him.

Reese and Wax are gradually getting closer to each other. After their breakneck mission, they spend the evening in Reese's apartment with Caroline and a friend who brought them with them. Then events come thick and fast: In cold blood and apparently for no reason, Wax shoots Caroline's friend after a call on her cell phone. Wax then explains to Reese that Caroline belongs to a terrorist cell and bugged their apartment. Caroline manages to escape after shooting Reese. Reese realizes that the terrorists are planning an attack on an upcoming diplomatic meeting in which a high-ranking US delegation is also attending.

While Wax tries to take out Caroline's mastermind, who wants to blow up the delegation's convoy , Reese races to the meeting of politicians at which Caroline, who has gained access with the help of Reese's security pass, mingled with the guests. After all, they face each other. Reese with the gun at the ready, Caroline with an explosives vest under her traditional African robe. When it seems that the woman still wants to activate the belt despite an idealistic appeal from Reese, Reese kills her with a headshot. Wax catches them and defuses the bomb by removing a plug that's just above the trigger.

In the last scene of the film, Reese and Wax play chess on the tarmac and Reese reveals to Wax that he too is now part of the secret service .
