In the election of October 8, 2006 , the SPÖ ran for the first time under Matthias Stadler as a top candidate, won strongly, was again able to unite the most votes and defend the absolute majority . The ÖVP sent Johannes Sassmann into the race and suffered losses. The FPÖ competed under Peter Sommerauer and also suffered losses. The Greens were led by Silvia Buschenreiter, the result remained almost stable. The lists List Hermann Nonner (Nonner) and List Mehmet Isik (ISIK) appeared under their namesake, the Justice Party Austria (GPÖ) under Alfred Altmann. Hermann Nonner was able to move into the municipal council when he started solo for the first time.

At the constituent municipal council meeting on October 30, 2006, Matthias Stadler was re-elected mayor , while Susanne Kysela (SPÖ) and Johannes Sassmann (ÖVP) became vice mayors.

Election process

Election date

On March 22, 2011, Mayor Stadler announced the election date of July 3, 2011. This was set very early compared to the October dates that were usual in the last elections. The Magistrate of the City of St. Pölten, and with it the SPÖ, argue that the early election date would be less costly due to a shorter election campaign and the ability to continue working without delay after the summer break. The opposition was surprised by the election date and reacted angrily. ÖVP top candidate Matthias Adl spoke of a "panicked escape early in the election", the Greens feared that many voters were already on vacation and that the parties would not be able to position themselves adequately in the election campaign. In addition, apart from Stadler and Adl, the parties had not yet selected any top candidates.

Campaigning parties

In addition to the four parties represented in the municipal council, the Social Democratic Party of Austria (SPÖ), Austrian People's Party (ÖVP), The Greens - The Green Alternative (GREEN) and Freedom Party of Austria (FPÖ), three other lists competed in the municipal elections . These are the Citizens List For St. Pölten (FSP), the Independent Citizens' Platform We for St. Pölten (WIR) and the Christian Party of Austria (CPÖ). The GPÖ and the Isik list are no longer running for elections , this time the top candidate of the Nonner list is again running as the leader of the FPÖ list.

Social Democratic Party of Austria (SPÖ)

The Social Democratic Party of Austria (SPO) occurred, as already in the last election, under Matthias Stadler and sat mainly due to the incumbency of Mayor . So the election campaign also focused on Stadler; in addition to the SPÖ's city website, a separate homepage matthiasstadler.at and a Facebook group Matthias Stadler: a mayor for me were set up. The SPÖ put up a total of 84 candidates.

The main result of the election, alluding to the almost sixty percent majority of the votes in the SPÖ, was “For clear conditions. BGM Matthias Stadler. “One of the campaign topics was references to projects implemented in the last legislative period, such as the Frequency or the hotel in the city halls . The SPÖ presented numerous plans for the future. One of the core topics was the expansion of educational institutions such as the HTL and the Josefstraße high school, but also the creation of a medical university in the city. Overall, the number of educational places should be increased by 5000. In the transport sector , Stadler wanted to build a park-and-ride garage on Bahnhofsplatz, the Nord core tangent and the S34 . The cycle path network should be expanded, and a green short-term parking zone based on the Graz model was also being planned. Furthermore, more Tempo 30 zones should be set up and speed measurements on Mariazeller Straße should be forced.

Austrian People's Party (ÖVP)

Matthias Adl (ÖVP)

The Austrian People's Party (ÖVP) ran with Matthias Adl as the top candidate. He was presented as the new top candidate in mid-March and replaced Johannes Sassmann, and in April he succeeded him as Vice Mayor. Despite the short time the Adl was in office, the election campaign focused heavily on himself. The homepage of the ÖVP St. Pölten was forwarded to matthias-adl.at , and there is also a Facebook group in his name. The ÖVP put up a total of 84 candidates, most of the municipal council seats were given by preferential votes.

The main theme of the ÖVP election campaign was entitled “Because more is possible for St. Pölten!” And wanted to define clear visions and measurable goals. Among other things, Adl wanted to keep St. Pölten's young people in the city by 2020, the city should be debt-free by 2030 and have 70,000 inhabitants by 2040. Adl gradually presented further ideas to the public. The ÖVP suggested moving the Lower Austria military command to the empty copal barracks , where a new army administration center and disaster control facilities should be built. The area of the Hesserkaserne could have served as living space for up to 1000 residents. Adl also wanted to build a cable car in the city in addition to the existing public transport.

The Greens - The Green Alternative (GREEN)

Cagri Dogan (Greens)

The Greens - The Green Alternative (GRÜNE) did not appear for the first time in St. Pölten under long-term list leader Silvia Buschenreiter. The top candidate was 31-year-old Cagri Dogan, but there was a management team of six candidates. In contrast to the SPÖ and ÖVP, the primary election website was therefore not tailored to the top candidate, it ran under diegruenen.cc , and the Facebook group also ran under Die GRÜNEN St. Pölten. The Greens put up a total of 40 candidates.

The election campaign ran under “Die Grünen St. Pölten 2.0” and was intended primarily to appeal to young voters. In addition to classic green issues such as nuclear energy or the expansion of local public transport , the core topics were the use of the Glanzstoff area as a culture factory . A theater room, rehearsal rooms and studios should be created - following the example of WUK . Another concern of the Greens was a dog encounter zone instead of a planned dog free run zone . The proposal saw this zone between Wienerbrücke and Glanzstoffsteg on the right bank of the Traisen . In addition, the Greens supported the planned medical university in the city , but prevented by the state of Lower Austria , and demanded additional annual support of 150 euros for schoolchildren, students and apprentices if they were successful in learning.

Freedom Party of Austria (FPÖ)

Hermann Nonner (FPÖ)

Hermann Nonner was already the top candidate of the FPÖ in the 2001 municipal council elections . Shortly after the election, Hermann Nonner and the other FPÖ councilors resigned from the party and then founded the list for St. Pölten . They remained as free mandataries in the municipal council, so the FPÖ was no longer represented. In the municipal council elections in 2006 , Nonner ran his own list and made it into the municipal council.

In the municipal council election, Nonner stood as the FPÖ's top candidate, but emphasized that he was a non-party candidate . In second place on the list was the top candidate of the last election, Peter Sommerauer, followed by Klaus Otzelberger in third place. In April, the FPÖ defined an increase in mandates and entry into the city senate as election goals. The priorities for the election campaign were also set in April, these should be the areas of "security, social issues, traffic, inner city revitalization and the prevailing foreigner problem". The FPÖ put up a total of 39 candidates.

The FPÖ's core slogan was “St. To want to make Pölten safe, affordable and worth living again ”. For example, the FPÖ wanted to increase security through "private sheriffs" and video surveillance.

Citizens' List for St. Pölten (FSP)

Samir Kesetovic (FSP)

The citizens' list for St. Pölten (FSP) essentially consisted of the BZÖ politician Claudia Tobias and the green politician Samir Kesetovic and was therefore sometimes referred to in the media as the "Twinni list" after the ice cream from Eskimo . Half of the election campaign was financed by the BZÖ, the other half privately. The FSP put up a total of 14 candidates.

The list stated “wanting to offer a real alternative to the current urban policy that is remote from the citizen!” The concerns of the list ranged from the improvement of the parking lot situation around the hospital to the introduction of executive councilors to the demand for the publication of the local council meeting minutes on the city homepage.

Independent citizens' platform We for St. Pölten (WIR)

The independent citizens' platform Wir für St. Pölten (WIR) competed among the top candidates Bettina Wagner and Silvia Kysela Klein and presented a total of 8 candidates. The main topic of the election campaign was the rejection of the Frequency Festival and the campsite.

Christian Party of Austria (CPÖ)

The Christian Party of Austria (CPÖ) ran under Robin Fischer and put up a total of 7 candidates.

Survey

Two polls were published in the months leading up to the election. Both predicted an absolute majority for the SPÖ, the ÖVP lost in both polls. Both the Greens and the FPÖ were able to win votes in the opinion of the polls, the FPÖ lagged behind the Greens in both polls.
