biography

In 1839 Howlan emigrated with his parents. After finishing school, he worked as a salesman and commercial employee. Finally he founded his own trading company in Alberton . In addition to his various entrepreneurial activities, Howlan represented the interests of Denmark , Norway and Sweden in the province of Prince Edward Island as Vice Consul . In 1863 he was elected member of parliament for the colony at the time, and from 1867 he was a member of the government. In 1873 he was a member of the delegation that negotiated the accession of Prince Edward Island to the Canadian Confederation in Ottawa .

In September 1873 Howlan ran for a seat in the Canadian House of Commons , but was narrowly defeated. A month later, however, he was appointed senator . He campaigned for the construction of a railway tunnel under the Northumberland Strait that would connect Prince Edward Island to the mainland. He saw this as an opportunity to promote the province's economic development; however, the idea was soon forgotten. In February 1891 he wanted to be elected to the House of Commons a second time, but was again unsuccessful. Governor General Lord Aberdeen swore in Howlan on February 21, 1894 as Lieutenant Governor of Prince Edward Island. He held this representative office until May 23, 1899.
